With the new rules I've been trying to work out the best army in 40k. I know this is opinion based but I want to know what people think is the best army is in 40k without using allies. I personally think it's eldar.

Eh, hard to say.

If you're talking 40k straight from the rules, there are no armies, only cross-codex combos.

If you're talking some sort of tournament limitation system, "best army" is still difficult to define as the best lists often rely on units from different codexes. As an example, take the Beastpack, which relied on Dark Eldar and Eldar units to work. Does that mean Eldar are strong, or Dark Eldar, or both, or neither, or just that list?

If you're talking only one CAD, then Eldar, Space Marines, Tau, IG, Daemons (maybe), and Necrons are all very strong. But then again, that would be unfair to Inquisition and Knights, which are both very strong codexes as long as they are not on their own.

There is no best army, this is a misconception. As this is a game of tactics and in the end, dice rolls, it is a game of chance so it comes down to whoever rolls the best on the dice cast. I've watched games with Tau being completely obliterated by Orks and DA and I've watched games where one guy beat two with an army half the size simply because the others rolled bad.

If you really had to call a "best" army I would honestly say look at all of them, see what they have to offer and pick what works best for you, there is your best army.

In the past three months since I got back into 40k, Eldar is the only army that I've never seen lose a game: in person or online. If there are battle reps where Eldar lose, please post them. Have only seen one bat rep with them in 7th though. I have no doubt that Eldar are the strongest.

Best army? IG. Because IG players always have a big smile on while they charge thirty conscripts at that hive tyrant or when we pull out the large blast templates. Of course I'm biased.

Here's the thing, it takes time to build an army.

by time you build it, things may have changed so it's no longer the best. Perhaps a FAQ or new codex would come out that will invalidate it.

as a good example.. Necrons, good codex right now, but their codex is older. so you decide to build your list and it's all awesome and stuff.. then a new codex hits and you're hit with the nerf bat.

or maybe codex space wolves comes out and is a HARD counter for your codex.

basicly what I'm saying is the best can change, and change suprisingly fast. so I'd reccomend building an army you can have fun with and that suits your play style.

Opinions are not facts please don't confuse the two

Tau or elder or some combination of the above are the most competitive, I think.

Eldar. Without a doubt, Eldar. There is literally NOTHING that the army can't do. And they do it all well.

The best army in 40K right now will (in my opinion) be a combination of Imperial Guard and Space Marines with Eldar as a close second.

Blatantly false. Being better or the best army in W40K doesn't mean you cannot lose at all, but have the best statistical chances of winning a game. This would probably belong to the Eldar, although Daemons seem to be crawling their way up the ladder unless that perpetual daemon machine has been fixed by a FAQ yet. There are certainly better armies, and there are best armies. Eldar, Tau, and Daemons are among those ranks.

You mean the Chaos Marines where Ahriman can slap a unit(s) with 3x Psychic Shrieks per turn?

Or who can run mass Daemon Engines and/or Oblits w/Malefic for 4++ saves?

Or who can summon Daemons without issue through a Prophet of the Voices Sorcerer?

Or AoBF Jugger Lords who can't be chump-challenged anymore?

Or the fact that Grey Knights are the only other army who gained as much out of the new rules?!

Those CSM's?

Best would be debatable and would change depending on area played. Where I play mostly, dominating atm are GK DK and a combo of CSM/Daemons in one shop, Necrons and Tau in another and C:SM, White Scars and Eldar at another. This isn't even counting GW shops I play at so it really depends.

The CSM codex is pretty bad and unbalanced, but it still has some competitive potential, mostly if you're Nurgle and they still won't beat Eldar.

Blood Angels are the worst. The best thing about them I would think is being able to be BB with the rest of the Imperium, but this will probably change after the BA get a 7th edition codex.

I don't see CSM as the weakest atm, that'd be sisters. CSM just has a lot of units I wouldn't want to waste points on.

Hard to beat Eldar or Tau, so they rank pretty high. Necrons can handle just about anything so they get the third vote for me. Blood Angels are definitely the worst codex right now because of high points cost vs what you get. The loss of codex powers ripped them down even more.

CSM are not the worst by a long shot...I'd put them square in the middle of the pack.

I'd say Eldar, followed by Tau, Necrons, GK, AM and SM (not in any particular order)

The Tyranids - no other codex is as fun (IMO of course), and you can play msu, midsize critters, huge monsters, fast bugs, slow bugs, flying bugs, tunneling bugs, acidic exploding suicide bugs, or any combination thereof.
