Can this be used on multiple powers in a single turn?

Yes. "Every time..." covers multiple castings in a turn, and the "cost" has no extra effect in multiples and has no other restrictions.

Interesting, I have been playing this one wrong then. Just seems pretty OP for 15 points, especially with the new psychic phase.

On the other hand, the farseer's LD 10 isn't a factor anymore.

Yep this item seems like it is pretty much an auto take now. Allows almost any power you would ever want to cast to only cost 1 warp charge. Sure does fix the prescience nerf for us!

I am talking about taking both. Also, Prescience is far more useful on a Wraithknight....

Prescience is better on CC units as it allows combat hit rerolls as well as shooting.
