I got into a debate about whether 270 Ork Choppa Boyz could defeat an entire BT FOC filled to the max (max squads and upgrades). I put my money on the Boyz mainly for their superior numbers and CC attacks while the other said that if the BT force brings fliers and Vindicators then the BT would win. Who do you think would win between these two forces?

"What does the battlefield look like during this fight?"
Base the board around how you or your LFGS do the boards.

"What are the skill levels of the players involved?"
Use either your skill level or the average skill level of your LFGS.

"Is the game following the same rules as a regular Eternal War mission?" (Turn limits, secondary objectives, all those goodies)
Sure, why not?

"Can the BT or Orks bring a Fortification?"
For this scenario, no.

"Is there a points limit for the BT?"
Nope.

Hands down the Black Templars with a full Force Organisation.
Are you totally discounting points costs?

I mean off the top of my head you can have 6x14-15 man (10 initiates, 4-5 Neophytes and an IC) Crusader Squads in Dedicated Land Raider Crusaders.
Then in Heavy Support you have 3x Vindicators, Whirlwinds or Thunderfire Cannons.

I don't think they'd even need to full FOC that would do it but just fill the Elites with Terminators and the Fast Attack with Bikers of some description and you're done.

Plus with the Fortification and Lord of War slot...

Another good point that you brought up. Lets say for this scenario that the LoW and Fortifications aren't a option.

BT win, simply because they have way more points on the table and mobile AV 14 bunkers that the boyz can't even attempt to roll dice against.

There is no such thing as a hobby without politics. "Leave politics at the door" is itself a political statement, an endorsement of the status quo and an attempt to silence dissenting voices.
