what is your RAW opinion of how SHW's move through difficult terrain.
BRB states they move 12", have move through cover, otherwise they move like walkers.
do you take that to read:
they move 12" through diff terrain
they move 3d6 through diff terrain, pick the two highest,
they move 3d6 through terrain, pick the ONE highest,
or other

SHW have a 12" move and follow the rules for Walkers.
Walkers roll 2d6 and take the highest.
Move Through Cover allows them to roll one extra dice and still take the highest. It also means they are not slowed for charging through Difficult Terrain.
RAW is quite clear, a SHW, moves 12" normally, but when required to move through Difficult Terrain they roll 3d6 and take the highest as they move through difficult Terrain as a Walker with Move Through Cover.

Yeah, it is clearly the single highest of 3d6. It's also total bullcrap, because on your average battlefield a super-heavy is rarely going to be able to move 12" without being forced to enter difficult terrain due to sheer size. My preferred solution is letting them move 6 + the highest of 3d6 inches, because it preserves their top speed instead of meaning they can only move at a maximum of half that. Given that they should be able to plow through terrain that smaller vehicles struggle with, I think it's reasonable.

RAW is 3d6 take the single highest.
Most places i know house rule it to be either 3d6 take the 2 highest or 3d6 and take the highest dice x2.

None of the places I've played at here have used anything other than 3D6 and pick the highest. The rules are extremely clear.

The problem arrises because there is nothing else that moves twelve inches and is not clearly defined that they are not slowed down by difficult terrain except for superheavies so it is a unique situation.

Actually, they are not unique. Gargantuan MCs also move 12" normal and 3d6 pick the highest with Move Through Cover.
There is no rules issue or problem, SHw and GCs clearly move only 3d6 pick the highest when moving through difficult terrain. Playing anything else is not playing by the clear and apparent rules.
Like it or not, the rules are clear. And as such it's relatively easy to use cover and terrain to slow down SHw and GCs as they need to go around it, or can be tar pitted in terrain via a baited assault, etc.
