It is a conflict.
One says base contact, the other says within 12 inches.
If you are three inches away,as the torrent rules tell you that is legal, breaks the basic template rules, but that is okay as Torrent is an advanced rule ans trumps the base contact requirement of the basic template rules.
And the part you are ignoring is that part of that same rule trumped by the torrent rule is that you must cover as many models as possible. The template placement rules are one statement, either its over-ridden, or it isn't. You don't get to parse out sentence fragments.

Base contact is within 12 inches though, so both can be followed without any direct conflict at all, so if the default placement Restrictions are still to be obeyed this one can be as well. The issue that stems from this interpretation is that it would make the additional permission meaningless, and why we come to the conclusion that the Torrent rule must be over-writing the original Restrictions. The disconnection that we seem to have is to what extent those placement Rules are over-written, as the Rule itself does not specifically mention any one restriction while providing us alternative instructions on how to place the Template. Had those Rules stated something along the lines of 'instead of placing the Template in base to base contact, place the narrow end...' then there would be grounds to state that it is only addressing one of several placement Restrictions. Yet, as all it does in it's current format is provides specific instructions related to placing the template, that is how we place the template. Once that template has been placed we would then follow the non-placement related Rules for Templates, which could be worded into the Rule by stating that they function exactly like default templates but are instead placed via an alternative method.

Luckily I am not parsing out sentence fragments, the rules do that for us. But placing it 12 inches away, which we are allowed to do through one rule and not allowed to do thorugh another is a conflict, and as such the advanced rule trumps the basic one.

Permission to do X does not over-write Restriction Y unless it specifically addresses Y?
