I know they laugh at the mortals they're killing, but do they ever actually say words as they're killing?
I've always imagines Daemonettes being flirtatious for example.
I think it kinda ruins the horror of these creatures as unspeaking butchers but in several cases with GDs I think it fits.

I've never heard of a common low ranking Daemon talk but I suppose they can even if it's just the quiet whisper thing.

Think of it this way:

Every daemon is exactly the same. They are made of warp.
The more warp a daemon is made of, the more sentient and powerful it becomes. There is a point at which a demon achieves warp equivalent to that of a human. It is then that they may be intelligent enough to talk.

The vast majority of daemons that get used in battle are equal to or above human warp.

Ergo, many should be capable of speech. maybe not coherent speech, but speech nonetheless.

Also there's no fluff I've heard of that says they can't.. So I guess it's up to the writer that comes up with it..

Yes, Daemons can talk.

I recall a story in the 4th edition Chaos Daemons codex where, during a large Daemonic incursion, a horde of Daemonettes reach the Imperials before the Bloodletters and taunt them about this fact, since by the time the slow Bloodletters reached the lines everyone was already dead.

And there are numerous examples of Daemons speaking to humans as well.

Various greater daemons talked to Sanguinus during the battle that led to the Black Rage coming out (and Khabanda taunted him yet again at the Siege of Terra). Ulkair talks in Dawn of War. Lorgar talked with Fateweaver. Lords of Change talk a lot, actually (it helps to talk when wheeling and dealing with mortals, you know?).

...hell, if daemons feature heavily in a story, it's pretty rare to not have at least one of them (usually the greater daemon big bad) talk.

Daemons can certainly talk. Many Daemons are smarter than humans. Many choose not to, a Bloodthirster is vastly more intelligent than a human can ever be, but it has little reason to speak to one.

Even Nurglings can talk, they shout obscene cries at people all the time.

Absolutely. And that goes for the lesser daemons too. Take P'tarix and Xirat'P. They are Blue Horrors (lesser than Pink Horrors even) and they b!tch CONSTANTLY about what to do next. Even Nurglings yelp and squeel when a Great Unclean One lumbers by and pats them on the head. It's even suggested in the Chaos Daemons Codex that the Lesser Daemons themselves (ex: Nurglings again) are capable of developing their own persona's based on the company they keep. So for example, Epidemius' Nurglings are actually very quiet so they don't disturb the Tallyman, while others piss of the Plaguebearers who are trying to keep track of....well, whatever it is they drone on about because they are constantly interrupted.

I think the only exception would be Bloodletters since they bark and howl more than they actually "talk" per the nature of their Patron Deity, but I'd argue they are capable of talking as well, such as the infamous "Kill! Maim! Burn!"

The real question is do they have anything interesting to say? A bloodletter killing you isn't offering you deals, same as a deamonette sexing you to death isn't talking about anything but pleasures. It seems you need to be a greater status daemon to actually start talking to someone in the sense of talking, not just repeating the party line. Or a lone lesser daemon with permission to recruit.

I would consider the daemon telling me how I'm going to die as it is trying to kill me to be pretty significant. ;>>

That aside though, if you read the description of Daemon Princes in C:CSM, their words are as sure as curses.... or something like that.
