I was wondering what a good HQ would be for a Necron army I'm wanting to start up?
There's not much else I can put here really...
Any help with a starter army list is also welcomed

The best way to start is to buy the battleforce and then get a Catacomb Command Barge/Annihilation Barge kit. The Barge comes with an Overlord, which honestly is one of the best choices. You can also go with a Destroyer lord, but you have to buy the parts to make him an overlord in addition to the Destroyer kit, so not terribly cost effective.
In short, go with a generic Overlord. He can be kitted out to deal with anything, and if you put him on a CCB he is really, really, tough to deal with right now with 7th Edition rules for Chariots.
The battleforce comes with twenty warriors, five Immortals (that can be made into Deathmarks) a few scarabs and a Ghost Ark. That all combined with a CCB is a very effective starter army that can win you games and teach you the basics of Necrons

I second the CCB! it's awesome in every way and will fill a lot of holes your list might have. If you don't want it you can just get that kit and do an annihilation barge and put the overlord in a base. Two kits in one!

CCB kit is pants on head crazy good for starting as it not only gives you a crazy good fast melee melta bomb, and if you dont want to use it for that, you can take him off and turn it into a annihilation barge and have a regular foot lord.

1) Zahndrekh: Most flexible HQ, very worth his points if part of a foot-heavy army.
2) CCB: Fast, deadly, resilient.
3) Destroyer Lord: Put him in a unit of Wraiths, watch them kill stuff.

Was gonna type something up, instead I'll just add to this.
(2) above gives you the most bang for the buck, cuz you'll get an Overlord, and a swappable Annihilation Barge/ CCB.
(1) and (3) are the best HQ options in the codex, IMO (that is, until the next codex come out, and who knows when that will be)

Thanks for the tips!!  If I did get the Battleforce, what would you guys suggest - Immortals or Deathmarks (I'm leaning towards Immortals) and Ghost Ark or the Big Shooty Version? (Again, I'm leaning towards the big shooty one, but don't really want either  )

Mobility being Key this edition, id take the ghost canoe (4hp av13 skimmers tend to be hard to deal with :/) but you can always not glue the guys inside and blu/magitize the gun in when you wana run it
id say go immortals just for more troops.

Go with the Ghost Ark because it can rez your fallen warriors as well as act for a transport for them. It also counts a s a troop choice when carrying Warriors and therefore also has objective secured. The pie plates of death from the Doomsday ark is really nice, but honestly the movement restriction makes it tricky to use effectively, and there are better units in it's slot.
As for Death marks or Immortals? Either is good in their own way. Deathmarks are nice because they can act as a starkiller if used correctly and that is always useful, especially when used with a Harbinger of Despair Crytek  Immortals are nice because they get that 3+ save as well, but also have access to Gauss or Tesla Weapons, both of which are crazy good. I prefer Tesla, but Gauss is great because it is rapid fire AP4, and when AP4 is huge, it is huge (to quote another Dakka user.)

I'm not a fan of how the model looks either...and it is, by far, the most pain-in-the-ass model to assemble and paint that I have yet to come across in any game. It is however, the better of the 2 build options, for reasons mentioned above.
As for Immortals vs. Deathmarks, I'd go with Deathmarks to start for one main reason - they are way funner to play with on the board.

Very true. It is an intimidating model to build, but in play very rewarding. And irritating for the opponent bwahahaha!!!

So I'm gonna give you a trick to take or leave as you see fit. Lets say you have a box of 5 Deathmark/Immortals (as comes with the battleforce). If you build them as Deathmarks, you will have 5 Gauss Blasters, 5 Tesla Carbines, and 5 Immortal heads left to play with. If you can get your hands on the following through bits dealers or leftover bits...
10 Warrior legs
10 Warrior torsoes (10 chests + 10 backs)
5 more Immortal heads (Warrior heads will do as well)
...then you will have 5 Tesla Immortals and 5 Gauss Immortals, or at least decent conversions thereof, for obviously much cheaper than going out and buying the stuff new.

The best set to start would be the Battlebox and a CCB.
I would turn the Barge into an Annihilation one.
Deathmarks are awesome, though I prefer Immortals since I'm a big fan of Tesla. (100% hitchance, sure, why not?)
The Ghost Arks are a pain in the ass to assemble, but I think they look great. And they are great units too!
About the Doomsday Ark vs Ghost Ark: Why not both?

FYI, the Barge model will be totally swappable between CCB and Annihilation, unless you decide to glue the big Tesla gun (or the Overlord) to the hull.

If you do pull the trigger on ghost arks, don't use the "fetal warriors". Instead cut the "umbilical" so it will fit in a slotta base. Ta-daa! Extra necron warriors! As far as the monolith goes: I know people who swear by them, but to me its a huge (line of sight blocker) points sink. I really suggest blowing your wad and getting a transcendent Ctan box, a coupla warriors and a douche canoe. Really killy... fewer minis.

I have had, and so far continue to have, good luck with Monoliths. You really need 2 or more of them to make them effective on the board. Even though I lke playing them, I ackowledge they are not in the "Top Necron Heavy Support Options" list in the codex. Annihilation Barges are the best due to low cost (new codex could change this).
Because they are expensive points-wise and money-wise, and because IMO you need 2 or more to make them effective, I'd put Monoliths near the bottom of your priority list.
After you get your core army down as you have described, some units you'll want to take a close look at in the codex are:
-Transcendent C'Tan (must have...you don't need to buy the big Obelisk box...any ghotsly looking model of similar proportions will do).
-Night Scythes/Doom Sycthes (Night Scythes are what everyone means when they say Necrons are best at Air Support. Doom Scythes are also pretty good, and I think very, very fun to play with...the Scythe kit is easily magnetized to allow you to swap between the two)
-Wraiths (maybe with a Destroyer Lord for PE)
-Nemesor Zandrehk
You're also going to want to acquire Crypteks...I recommend conversions here because the models are meh and are failcast. Maybe start with 2, and add more as needed.

Well, something to look into. The Ghost ark is your main transport, and it can only carry Warriors and HQs. So, if you have 5 Immortals, unless you buy a Night Scythe (Which is amazingly good, don't get me wrong), then they'll be walking around on the board not getting much done. Deathmarks are good because of how many Monstrous Creatures there are right now, and they Deep Strike, plus their Sniper weapons are rapid fire, so lots of shots. What I would do if I were you is stick with the warriors and the ghost ark, and make some deathmarks. It would give you some versatility right off the bat.

There is no T-C'tan box, you would have to buy the entire extremely expensive Tesseract Vault. Buy a miniature from another company instead.

I love Monoliths, but that's mostly because my meta isn't that good against AV14.
For me they are big LoS-blocking models that teleport your entire army wherever you want them.
Sometimes I manage to Deep Strike them behind the enemy, it feels good. Really good.
The T-C'tan is good, but expensive. Both in cash and in points.
It hurts units and it hurts feelings. I can't field them because I would feel sorry for my opponents.

In a move I still don't quite understand, they makde the Transcendent C'Tan by itself (not inside the Vault) the most expensive of the 3 options points-wise, and the most powerful of the three (and obviously the smallest by a loing shot, which makes it better for LOS denial). Plus, the dude by himeslf gets an Invul save, which IIRC the Vault or Obelisk do not. The Vault or Obelisk aren't bad or anything, and they are cheaper on points, but the C'Tan by himself is so good, that if you're gong to fork over for a Lord of War, its hard not to got that route.
I got the box as an Xmas present and built it as a Vault, and the C'Tan is removable. The Obelisk, if I ever want one, I think I would try to scratch-build, because it doesn't seem like too hard of a project,(especially when you have the parts to trace). There are videos as to how to magnetize the stuff to have both builds swappable, but it does look like there's a lot of room for error in that particular project (to me at least).
If I were you honestly, I'd save a ton of money, and find either the GW model on ebay, find an old metal C'Tan Shard and use it as a Transcendent C'Tan, or best yet find a non- GW ghostly-looking model of similar size. He's the most powerful Necron Lord of War when he's by himself.

Here's the thing: Tesseract Vault is literally the Transcendant C'Tan, just in vehicle form. Same powers and everything, just about. And The Obelisk is easily one of the least scary Super Heavies. It's not "bad" per se, just inexpensive in comparison, and doesn't do as much damage, though it is really good against flyers and skimmers.
