For flavor and some interesting items, the siege of vrakk books are very good. But if all you want are rules, yeah, one of the earlier imperial armor books without fluff.

Painted armies:

Orks: 11000 points
Marines: 9500 points
Khorne Marines: 2500 points

Which is a great book and the Elysians are highly under rated. Fun army to play, and play against.

Do you have the new imperial guard codex as you have more flexibility than ever with them.

Also there is a new armor detachment in White Dwarf 23
