I couldn't in good conscience recommend cultists as line troops. thier strengths are holding objectives and getting in the way of the enemy to protect good units. I wouldn't run them with any upgrades (except possibly a hellcult)
They also cannot take a rhino as a dedicated transport.

Running a tooled up terminator lord in a larger squad (say 20) could be OK in a small game.

This. I'm all for trying to help someone make their envisioned army come true but you cannot make an army out of cultists the same as you cannot make it out of zombies or of ork boyz or of genestealers. If you want to take a ton of cultists that is fine but take them cheap and spend those points on some really scary stuff

If you want Cultists, look at the Chaos Renegade army list in Forge World. It's a full army list, not just a single troop choice and limited options. You'll get more use out of the converted Imperial Guard and it can take CSM for allies if you like.

If you really want Cultists in such a small army I'd say take two big units, both shooty with MoN and Autoguns/Heavy Stubbers. It may also be worth taking a sorcerer as your HQ choice or if you're going to be a choppy cultists group take MoK and CCWs with a Dark Apostle as your HQ.

Don't take marks when you can take more. Just my opinion. You can take 1 guy with MoT, or 3 more cultists (I think, haven't got the codex on me atm), an extra save, or extra men, the choice for me is clear with extra men. MoN, fair enough, toughness 4 horde army can be worth it... If you are An Ork, and I think they are already toughness 4, so, if you like that kinda stuff, pick up the ork codex and give them a whirl. Like the guy a couple posts above me, if you are fixated on chaos, which is always good, go renegade militia. The codex is a PDF on forgeworld somewhere, I managed to find it somehow once... Rhino needs a havoc launcher, or at least thats my opinion. The list also need more pie plate weapons, or just somthing that can smoosh tanks in, some cultists haven't got the brain capacity to do that... *looks at obliterators nudge nudge*
