I was wondering, would it be within the power of Tzeentch to turn a mortal servant of his with no psychic ability into a psyker?

he's, presumably, referancing black crusade where the benifits of the mark eaither enhance your psykic powers or grant you low grade psykic powers.

I doubt it. If memory serves me (sadly can only find my 6th edition CSM codex), the mark of Tzeentch actually made your character a psyker/sorcerer at one point. The if only... is likely more lamentations of what the mark of tzeentch now is.

3.5 didn't need to considering Chaos Lords could be Sorcerer Lords without the mark.

Yes, the fluff all agrees that Psykers are mutants, thus Tzeentch, lord of change, could effect such a mutation with ease.
