What is the best method of anti-tank (non flyers) outside of combat that can survive more than one turn and is not hyper expensive (i.e. tankbusters in a battlewagon)

My favorite Anti-Tank are Deffkopters by far. If not them, then Power Klaws for days. The issue for Orks is we have no real 'inexpensive' anti-tank. Tankbustas are probably your safest bet since they have Tank Hunter and basically get Twin Linked Rokkits and you can bring a good sized mob of them. Deffkopters main weakness is their fairly small squad sizes, though their strength is in their ability to Outflank from reserves, allowing you to really sneak up on an unsuspecting tank and slam its rear armor with TW Rokkit goodness. And if that doesn't help, you could use a Buzzsaw on the Kopter and charge it next turn and slice it open. Plus, Deffkopters are nice with their 2 wounds and Jink to save themselves if someone opens fire on them.

I have been running 3 squads of Meganobz in Trukks in my Ork lists. 1 has a Killsaw and Boss pole, the second is the Boss Nob with standard load out and the third is armed same as boss nob. The trukk just has a ram. Comes to a total 170pts. They are pretty good anti-tank and punch through AV14 with some reasonable reliability and if they actually explode something there 2+ Armour will normally protect them to some extent.
What I like most about MANZ is that if I come up against an army that isn't running any mech they still preform really well vs most Infantry. Just make sure you have something else to deal with flyers.

S8 and below is fine for AV 10-12. For proper AT orks need something... proper... S9+ or something special is preferred. Meganobs getting into combat, massed tankbusta shooting or tearing it up in melee also makes good sense.
I'd really want to use smasha guns, but so far I haven't converted 'em, and they also need to roll S9-10 to be really useful.

I agree. The best anti-vehicle in 7th isn't thing that will explode a target its things that will strip hull points. Anything with Armour bane will help and our HQ and Elites can be loaded up with models with Armour bane weapons. Namely Big Meks & Meks with Killsaws, MANZ with Killsaws and Tankbustas. Melta Bombs even have a solid chance of exploding most things which can actually be a problem for the Tankbusta's because most of the guys that get wounded will die with their awsome 6+ saves. My theory with Tank hunting is if you need more bodies in your list go with the Tankbusta's if you feel you have you numbers covered go with MANZ.
Tankbustas can actually threaten flyers to an extent as well. Which is also a nice bonus. The MANZ can threaten everything on the ground though which can also be quite handy. So figure out what your list need most and go with that option.
The other options that don't have Armourbane are all found in the Fast Attack and Heavy Support. Fast attack has access to a ton of Twin Link Rokkits. Rokkits IMO are more of a light transport killing tool. Perfect if you want your boys assaulting the guys inside. Pop transport and attack.
The Heavy support has also has a ton of options to spam rokkits. However I would be more inclined to take Mek Guns for dedicated Anti-Tank. Trakktor Kannons are good and have skyfire so are pretty decent at going after flyers. They are great because they cause an immobilised result in addition to any other effects. So if you manage to cause 2 glancing hits vs flyers they are dead. Vs ground targets they do suffer from accuracy problems being a skyfire weapon but vs Skimmers and I think jetbikes as well they still hit normally so can be of use. My personal favourite and I'm sure a lot of people will disagree with me are Kannons. They don't really excel at anything but do have a reliable Strength 8 which unlike Zap Guns and the other D6+4 Strength gun I will know what I'm firing each turn. They can also fire as a Strength 4 Blast which can be a solid threat to Infantry mainly hordes. There is also the Kustom Mega Kannons. They cost almost double the points of the standard Kannon but also hold onto the Reliable Strength 8. They also benefit from AP2 and come as a blast. They can't threaten flyer though but I think they are worth a shot. There the only real weapon we have to kill Terminators at range. They may even scatter and hit multiple vehicles at the same time.

Another option no one has mentioned yet: Blitza Bomma
Between the 7ed rules changes and the new codex, this plane has had quite a boost. Also the Dakka Jet is no longer the auto-include it used to be.
Str. 7 AP2 Armourbane
The blast only scatters D6" so it's very accurate, and the random chart isn't that dangerous. For Ork weapons, it's almost safe!

7 Ork facts people always get wrong:

now that tankbustas have tank hunter, they are your best ranged anti tank against pretty much everything.
they are even more phenominal at in in CC
other then that, everything pretty much should have PK's and such to rip stuff open
