I'm creating a small campaign for my brother to play with since he lost his drive to play. The two armies versing each other are the BTs and IG using a tree chart to guide how the campaign goes. Just to spice things up a bit, I wanted to write in some fluff to make the campaign feel a little more personal. I originally wrote how the planet, Cergia IV, was a Quarantined World for a unknown reason and a Inquisitor (who is going to be my Creed proxy in my CCS) is investigating why. The Inquisitor "enlists" the aid of a nearby IG force nearby to prevent anyone from intervening the investigation for whatever reason. Meanwhile the BTs had come to the planet to retrieve a relic that was lost on the planet a millennium ago or that there was a clue on the planet about the whereabouts of Rogal Dorn. Whatever the reason for the BTs, the IG won't allow access of the planet to the BTs due to the Inquisitor's order. After the BTs refuse to back down the Imperial Navy fires upon the BT ships. In turn, the BTs counter-attack but due to the disadvantage of both numbers and positioning it was more about dropping their forces onto the planet then winning the naval fight.
From there the campaign tree was suppose to take place using the generic missions found in the BRB in a narrative way that would either end with a final stand if the IG forces were losing (The Inquisitor and remaining elements of the IG force are attempting to escape and are waiting for extraction) or a game of The Relic if the BTs were losing (The BTs attempt to at least get the relic out into BT hands). However, my brother brought up a issue about how the BTs don't usually go around retrieving relics or finding clues about the whereabouts of their Primarch. He always accredited them to always be either conquering planets for the Imperium or joining a struggling defense (Helsreach for this example). I was taking inspiration from the DoW series from when the IG and Blood Raven forces were forced to fight each other due to conflicting orders.
If possible, please share any suggestions that will make sense with the layout of the original fluff. I would like to avoid taking the "easy way" out by saying I'm Traitor Guard if possible, though if it comes to that then I have no qualms with it. Many thanks in advance!

There is a simple fix to this. Seeing as the Inquisition, Adeptus Astartes and the Imperial Guard/Astra Millitrium are all seperate entities their is a myriad of reasons they may fight but here is my idea.
Within the Typhalic system in the Eastern Fringes of the Galaxy upon the string of habitable moons orbiting the gas giant Cergia the Black Templars raised a new crusade to be carried out against the Imperial citizens of the Cergia I, III, IV. Each of these Imperial worlds was home to millions of Imperial citizens with the Capital planet of Cergia IV being a Hive World with a population numbering in the tens of billions.
This mattered not to the Black Templars whom after stopping in the system to take upon supplies discovered the possibility of heretical corruption of Planetary Governor Lukas Von-Freimer of Cergia II. Acting without directives placed by the Inquisition the Black Templars engaged a crusade and burned the worlds of Cergia I and III while ignoring requests from Terra to stand down.
Now a relief force requisitioned by Terra has been sent to aid in the defense of Cergia IV. An Inquisitor of the Ordo Heriticus commands this Imperial force. They are all that stand between the citizens of Cergia IV and oblivion.

Perhaps they did have more evidence but it was never revealed? Or maybe the Imperium angry at the BTs for acting without directive simply ignored and evidence and is merely perpetrating this conflict to teach the BT a 'lesson'.
Or maybe the BT were acting upon directive and the IG force was a Regiment on their way back from a war and received the distress beacon from the planets and came to help. This way each force believes they are acting in the right and fight for the Imperium. When you think of the vastness in size and distance not to mention time communication would take to travel it could be possible for both sides to believe the other traitors while both are still loyal.

The simplest fix to this problem is to point out that while the Black Templars do not have finding relics or clues about Rogal Dorn as their MO, they probably wouldn't pass up on the opportunity, either. Space is very big, and it could take months or years before another trusted chapter (or similar body) could arrive and investigate. Since the relic/clue presumably is extremely valuable to the Imperium, let alone any Imperial Fists descendant, the Black Templars would feel compelled to investigate if such a clue should fall in their lap.
