Can someone please explain to me the Blitz Brigade formation special rules? I understand Scout. But it also has Biggest an' da Best, which requires a Warlord from this detachment to always make challenges in close combat, and Da Boss is Watchin', which gives a +2 on the mob rule table for models from this formation. How can either of those have any impact on 5 Battlewagons? I don't get why they have those 2 rules.

The two rules have no impact on the formation. They are included because all units from Waagh! Ghazghkull have them.
|
Greebo had spent an irritating two minutes in that box. Technically, a cat locked in a box may be alive or it may be dead. You never know until you look. In fact, the mere act of opening the box will determine the state of the cat, although in this case there were three determinate states the cat could be in: these being Alive, Dead, and Bloody Furious.
Orks always ride in single file to hide their strength and numbers.

Indeed, not the first or last time we will see redundant Special Rules added to a Model for flavor.
|
8th made it so I can no longer sway Tau onto the side of Chaos, but they will eventually turn aside from their idea of the Greater Good to embrace the Greatest of pleasures. |

I have a question regarding this formation also. When a unit makes a scout redeployment it can not charge the first turn. What about this formation? The transports make a scout redeployment not the transported units so can they charge still? Tried finding a rule preventing it and couldn't. Talking to my group was not much help since they mostly stated opinions and nothing backed by any rules.

the formation has a special rule called: know yer limits, which states that embarked infantry units cant assault if the battlewagon made use of its scout USR.

This is the reason why people are getting annoyed by players using formations without owning the rules that describe them.

7 Ork facts people always get wrong:
Ragnar did not win against Thrakka, but suffered two crushing defeats within a few days of each other.
A lasgun is powerful enough to sever an ork's appendage or head in a single, well aimed shot.
Orks meks have a better understanding of electrics and mechanics than most Tech Priests.
Orks actually do not think that purple makes them harder to see. The joke was made canon by Alex Stewart's Caphias Cain books.
Gharkull Blackfang did not even come close to killing the emperor.

So a unit could assault if the transport used scout then, in another case.

Yes, as nothing in the Scout rule states that an embarked unit uses the Scout rule when their transport does.
People will claim otherwise, but the actual rules never come close to supporting such a position.

For example, an inquisiter with the Libram Heresius in a land-raider loaded up with crusaders and arco-flaggelants.
The inquisitor uses the libram to grant the land raider scout. It moves forward and the unit inside gets the chance to charge first turn. Not the most impressive charging unit, but a land-raider in your face on turn 1 is pretty rough.
