Gathering the Informations.

If you want to start it, why not?

In regards to it "almost never being updated"--it actually has a pretty tight rules set and there is not too much to update. The small fan base is a different problem entirely.

I have one friend who is interested in playing with me. On the other hand, no one at my local GW store or FLGS plays, so my options are limited.

First off, the above comment about the rules is correct, they now have stats for every model in the range, a solid core ruleset and is generally pretty well balanced. The only rules release I imagine will be for the BoFA stuff in December, other than that there's no 'codex cycle' or anything like that to worry about.

As for the small fan base, this is a problem. However, it does nkt make the game unworkable, for several reasons. Firstly, starting a new army is relative cheap compared to 40k or WFB, so we nice you get into it, it's not too expensive to get multiple small armies, which allows some variety and can be lent to prospective players for demos. There are also very loose ally rules, so its very easy to have multiple small armies to combine for larger games.

Also, there is a subset of the rules called Battle Companies, which introducesnan rpg-like element to the game with a low model count, one box of troops and a hero will get you going with that. Might be a good way to get started with new players. The BC rules in their current, fan-edited form are around online, if no one else can find them in the mean time I'll attach them later.

I have read most of the rulebook, and it seems to be far more balanced than 40k. Are the point costs in the original source books like Mordor still compatible?

I think the costs are compatible easily enough with any version. If you can get a copy of the old Big Blue Rulebook, that had costs for most armies and lotr characters in it.

People say that about the shop i go to as well but ask around you will be suprised how many have armies but just dont bring them out because "no one plays LOTR"

You might actually be surprised.

My local GW has a sizeable LOTR/Hobbit playerbase...but they never really come into the shop to play. They all have gaming rooms at their homes and rotate where game night is apparently.

I think the game itself is very nice, and it is easier and faster to play then like 40k. If you have questions and such, there is a very good forum for the hobbit and there are quite a lot members on there.
