I'm putting together my own supplement for the Scourged. Would welcome any comments or criticism about the background. I am not too versed in the Black Library books, so if this betrays any fluff, let me know!

The Scourged
Games Workshop Background: (from p.15 of CSM Codex) The Scourged once served the Inquisition as the formerly Loyalist Chapter of Space Marines known as the Seekers of Truth. Chapter Master Gallus Herodicus was an honourable man and rankled whenever ordered to execute innocents. The injustice was draining the Seekers' morale, and in the night, Herodicus prayed to the God-Emperor for a way to know when a man was lying. Unfortunately, the Chaos God Tzeentch was listening and granted his prayer. From that moment, Herodicus and his men could hear every lie spoken by Man. The Chapter went rogue within days. Though they could have saved the Imperium from heresy once and for all, the constant stream of falsehood in their heads has driven them horribly insane.
Picking Up Where GW Left Off: After the madness of Tzeentch's curse fully settled in on the Seekers of Truth and their attendant Inquisitorial detachment, all but the most willful of mind collapsed into a state of pure insanity. Many sought refuge in suicide, and many lost their will entirely. Those that remained, paralyzed in mind and body, were hidden in stasis deep within a cavernous retreat on remote Hibernia II by Chapter Master Herodicus and Inquisitor Quintilius Varus. In time, as the madness wore at even the mighty of will, Tzeentch visited Herodicus and Varus in a dream, and he confirmed what they had long suspected. If they silenced the liars around them, the lies in their head would naturally diminish. Herodicus awoke from a depressed slumber and exploded into an all-consuming righteous fury, and Varus inquisitorial zeal grew in fanaticism and singularity of purpose. Tzeentch blessed the Chapter with an aura of dark glory, reanimating the frozen Marines hidden within Hibernia II. The lesser Inquisitors of Varus, now also revived but greatly weakened, pledged themselves with Herodicus and Varus as Champions of Tzeentch, and so began the Inquisition of the Scourged.
As the Scourge branched out into the galaxy, at first they would exterminate entire populations indiscriminately. With every victory, the voices in their head would diminish. But after a time, the lies would return, first as whispers, but shortly after an infinite cacaphony. The closest source, without exception, was the nearest inhabited planet or moon. As the carnage they unleashed grew and grew, their zeal for pure truth and silence reached a pitched height of inquisatorial excess. Tzeentch was well pleased and rewarded Herodicus with eternal life as a Daemon Prince. He then removed Varus from time into the Warp, and centuries of untold lore, craft, and wisdom were revealed in a matter of moments. Varus returned in new form, stronger of mind and and daemonic in zeal. Then Tzeentch bestowed upon him the Staff of Silence Distilled, a weapon so powerful that Varus' human mind could rarely unleash its full potential. Tzeentch made a new pact with Herodicus and Varus; if they could find thirty-three thousand truly honest men, and sacrifice them to Chaos, the Scourged and all those so sacrificed would enjoy blissful eternity in the Halls of the Crystal Labyrinth, and the voices of the lies of men would be silenced forever.
Eager for an end to their insanity and possessed by a fanatical desperation to cull every lying voice reverberating through the cosmos, the Inquisition of the Scourged sifts the chaff of humanity aside in search of those worthy to join the thirty-three thousand, the Chosen Ones. As they capture and interrogate potential victims for the Changer of Ways, any lie spoken echoes in the mind of the Scourged, and justice is meted out instantly. For those honest enough to survive months and months of interrogation, Tzeentch's covenant of eternal bliss is ceremoniously revealed, and they meet their death as the Chosen Ones, either according to or against their will.
Tzeentch has revealed his pact with the Scourged selectively among his worshippers. Cultists and untethered warriors surrender themselves to the will of Inquisitor Varus freely, longing for the respite from madness promised by their Lord. Entrants to the Scourged must first submit to unspeakable rituals and interrogations before entering the ranks. Varus and his lieutenants then purge their followers of lies and deceit in an unending quest to distill and refine the scum of the universe into Chosen Ones. Chosen for sacrifice, chosen for salvation. The highest honor available to the Scourged. Little do they know, Tzeentch's promises are feathers in the wind. Upon death, the Chosen Ones do not awaken in the Crystal Labyrinth, but find themselves in the pestilential Garden of Nurgle, beset on all sides by their trusted Lord's most hated foe. And the voices of the lies of man return tenfold...
Special Rules
Here are the basic rules in my head. I haven't fleshed them out totally yet, and plan to do so on the Proposed Rules forum. Most specifically, costs for Scourged Terminators.
-If your primary detachment is a Scourged detachment, it must include either Daemon Prince Gallus Herodicus or Inquisitor Quintillius Varus as its warlord.
-Scourged Detachments cannot include the following HQs: Abaddon the Despoiler, Huron Blackheart, Kharn the Betrayer, Ahriman, Typhus, Lucius the Eternal, Fabius Bile, or a Daemon Prince other than Daemon Prince Gallus Herodicus.
-Scourged Detachments cannot include units of Chosen (these guys all get the axe quick).
-All units in a Scourged detachment must take the Mark of Tzeencht if they are able to do so.
-No units in a Scourged detachment may take the Veterans of the Long War special rule.
-If a Scourged detachment includes Daemon Prince Gallus Herodicus or Inquisitor Quintillius Varus, Scourged units count as Troop Choices.
-If a Scourged detachment includes Daemon Prince Gallus Herodicus, the Scourged detachment can include one unit of Scourged Terminators.
-If a Scourged detachment includes Inquisitor Quintilius Varus, the Scourged detachment can include one unit of Scourged Terminators.
-All Champions of Chaos in a Scourged Detahcment have the Zealot special rule.
-When attempting to summon Daemons of Tzeentch, Scourged Psykers suffer Perils of the Warp as though they were manifesting any other Pychic Power (double 1s only).
-When attempting to summon Daemons of Nurgle, if Scourged Psykers suffer Perils of the Warp, they receive a -1 modifier to their Perils of the Warp roll.

The Staff of Silence Distilled: Inquisitor Varus is a Psyker with Mastery Level 4. At the beginning of the Psyker phase, roll a D6. Reference the chart below:
1 - Inquisitor Varus generates no Warp Charges, cannot manifest any Pychic Powers in the Pychic Phase.
2 - Inquisitor Varus generates 2 Warp Charges, but can only manifest Psychic Powers less than or equal 2 Warp Charges
3 - Inquisitor Varus generates 2 Warp Charges,
4 - Inquisitor Varus generates 3 Warp Charges
5 - Inquisitor Varus generates 4 Warp Charges
6 - Inquisitor Varus generates 5 Warp Charges

Swap Terminator Champion with Thousand Son Aspiring Sorcerer, except in Terminator Armor instead of Power Armor, and with a Combi-Bolter instead of a Boltgun.
The Scourged Terminator Aspiring Sorcerer has the Zealot special rule.
Scourged Terminators may not take wargear upgrades (the Scourged Terminator Aspiring Champion may take a Gift of Mutation and an Icon of Flame).
