Quite a straight-forward question, does the fallen angels (as a group) has a color scheme of their own?
And if not, what would be appropriate, and not outright identical to the original dark angels? preferably something with a darker robe color (I intend to have all my fallen as robes guys) maybe red?

The Fallen don't have a universal color scheme. But most of them still use the pre-heresy dark angel colors.

I used pre-heresy colors for mine.
black with white, a grey piece of trim or knee here and there. I do the occasional clasp or tiny insignia in red just for some contrast. since these guys are 10,000+ years old, some weathering/battle damage is warranted as well.

As my understanding goes, they are far from 1000 years old, they are just flung around the timeline by the force of chaos.
From their point of view, the heresy could have been yesterday.
anyway, so going with black armor-what will be a good color for the robes? assuming I'm going for "terror tactics" style look.
Bright red? dark red? dark purple? dark tan? pure white?
Having a hard time seeing in my head just what will look right, and what will look wrong.
Did the pre-heresy dark angels even have robes in their uniforms?

Not to hijack the thread, but This seems a good place to bring this up, but why do I see references in the Cypher dataslate to people seeing glimpses of GREEN armor under Cypher's robes...wasn't he part of the original Dark Angels LEGION (which would have been black) and not part of the of the Dark Angels CHAPTER (which would have been green)? What color is Cypher actually supposed to be?

Yep, cypher has green armor despite the fact legion era dark angels had blade.
Given his newer design armor as well, its well suspected cypher is NOT in fact from the era of the heresy, as least not at the "fallen" side at that time.
(extra conspiracy-the "fallen" are the loyalists, the "inner circle" are the traitors and cypher figured it out, so now he's making them serve the empire by throwing them into "help or get exposed" scenarios as they chase him.)
Anyway, still no ideas for robe colors?

Well for the Fallen who think the HH was yesterday, they would be black. For those Fallen who thing the HH was 100, 1000 or 10 000 years ago, they could have kept the colours for sentimental reasons, or changed their colours so nobody would relate to them that they are Fallen from ages ago.

Well, technically no, armour colour is not established. If you really want to go for Pre Legion, don't forget the Red Stripe on the nose like they did in Rouge Trader. Then you will have a Dark Angel in Black armour before it went green. Also we didn't wear dresses back in the day.
So the robes can be any colour you want. What ever colour robe you think it should be, make yourself happy. I am sure there is no cannon that says DA wore Robes pre-heresy and it was something later after the fact and no explanation is given why DA wear robes except that it looks cool.

For robes, I would choose bright red. It gives the most contrast value other than pure white and would be pretty Chaosy. That, or go red armor with black robes, although a lot of CSM are already red.

The Primarch stories reference Dark Angels in tabards/robes, although the colour, as I recall, is not mentioned. However, it's been awhile since I read them, so there may be some info there.
Otherwise, many of the illustrations of Pre Heresy Angels have them in cream or white clocks, a few shades brighter then bone.
There is also this blog, which my help you.

I actually really dig those models and that look, it is very sexy. Personally, I would love something a little more warpy than the bone robes, but otherwise, that is spot on.

I agree, look great.
But not in my taste...
I think I'll go with bright red. probably mephiston red (as I already have it, and I don't really use it...)
