Over and above are the same thing but from different view points. Skimmers can't end their movement over other models. It doesn't give a height limit to what counts as "over".

It's easy to assume that people arguing an interpretation you disagree with are just looking for an advantage for themselves... But it's quite often not the case.

That quote means on top of, as in physically touching.

You might need to re-quote that DR my books says pg 89 "If a Skimmer is forced to end its move over friendly or enemy models, move the Skimmer the minimum distance so that no models are left underneath it." because it quite clearly says over.


And where are you getting that on top means physically touching?

Very first sentence under "MOVING SKIMMERS".

"Over" can mean both "right on top" and "on a different level above them". The sentence above specifies "over".
