So I played a game today where my spore mine launcher scattered off the 2nd or 3rd floor of a ruin, and onto units on the ground floor. What happens? Do I place spore mines amongst the units it would scatter under, or does it detonate in mid air, or does it hit units on the ground floor? There seems to be no rule about scattering and levels, or one that I can find.

There are no more levels for terrain anymore. Now you just resolve the shot where it lands and it hits the models under the marker.

Does the same apply to flamer markers? I am trying to find something in regards to what levels they hit as well.

Yes, blasts and templates hit anything under them.
Note though that the height of the flamer template will generally be limited somewhat by the requirement to touch the narrow end to the firing model's base. You're not going to be able to fire from ground level and cover a three-story building with it.

Which leads to some real stupidity.... According to these rules, if you fire the flamer on the ground floor, you only hit the ground floor. If you fire the flamer on the 3rd floor, you hit every floor below it....... Because that makes sense...

...but are unlikely to have LOS to anything on those lower floors, so won't do any damage there anyway.

But if the models on the lower floors are part of the same unit, you vastly increase the chances of scoring casualties on the upper floors. Because logic.

Whoever would honestly try to state that Blast Markers and Template Rules are based on realism?
