Point is to maximize synergy, and maximize bonuses. For example, when taking Banner of Brotherhood with 5 models in the squad vs 13 models in the squad = getting 13 extra attacks for 25 points, instead of only 5 attacks for 25 points. This goes for other buffs, bonuses, and psychic powers too. Attach the ENTIRE HQ unit to the Paladin squad and beat face with your unstoppable Draigostar.

Tigurius (roll Telepathy for Invisibility which is absolutely necessary, should get it since can reroll when rolling for psychic powers)
1x GK Librarian ML3 (if didn't get Invisibility, roll Telepathy for Invisibility until get it, then take Prescience since it's the Primaris Power for Divination... Prescience is second most important after Invisibility)
1x GK Librarian (if still didn't get Invisibility roll Telepathy for Invisibility until get it, then take Prescience)

Something even more insane would be to add another HQ choice from the Ultramarines which would also be legal... not sure what the best choice is though just dawned on me another HQ is possible. What do you think would be a good addition?

Well, you'll have problems in maelstrom missions when you need to score each round.
The army is too top heavy.

you also cant take 2 lazcannons in a single tac squad.

Dreadknight without teleporter should have psycannon and not incinerator.

also strike squad without transport is useless.

Yes very top heavy missions would probably be difficult.

Noted about 2 Lascannons thanks.

Dreadknight will deepstrike, no teleporter not a big issue will most likely be in close combat turn 1 when opponent charges, if not then turn 2 when I charge.

Same with GKSS.

Also, the point is to use the primary squad... everything else (minus the NDK) is to meet requirements to be able to take what is in the primary squad.

There's so little to this force.

Avoid the slow unit of Terminators, take all the objectives. Job done.
If your opponent simply ignores this unit (which should be pretty easy) then you have no hope.

dont get me wrong. that many heavy bolter shots will mow down infantry, but you dont pay that many points for a unit that can mow down infantry.

What's the best way to deploy the Draigostar?

If have invisibility will be able to survive through the other player's turn fairly easily, but if don't have invisibility a deep strike or Gate of Infinity is probably a bad idea, right?

Well, I'd deploy it in the centre and let it walk through the centre independent of invisibility.
You have to play it aggressively no matter what the enemy throws at it.

This. You're definitely going to need it. I don't think many list will be fearful of this nowadays. The idea is OK. And it may be pretty survivable. But even with draigo being able to jump the unit everywhere it's pretty easy to avoid it.

The enemy will throw everything he has against it.
In the meanwhile I'll go for his throat.

I think I'd rather fish for invisibility over levitate, and just risk scatter. I'll give this a shot though and see how it compares, completely forgot about this spell as an option. I've been running running two librarians in my lists if I get invisibility early, might switch to telekinesis instead of divination.

I think the Grey Knight detachment looks cool, but what Grey Knight lack is the long-range AT support, so best bet for Ultramarine detachment is just Tigirius, a sniper scout or just bolter scout squad with teleport homer, and a Tri-las Predator Tank. The Scout to infiltrate ahead, and porvide non scatter deep strike for the 4 Psycannon "Draigo Palatanks" on 1st turn, and Predator shoot at enemy armour.
