You can run Vanguard Veterans with a stormshield and a powerfist, yes.

Storm Shields don't take a weapon slot. They are an additional equipment item listed with the melta bombs. You can take a Vanguard Vet with a Powerfist, Lightning Claw, and a Storm Shield. You will simply not get an extra attack from the off-hand weapon.
