With the current codexes for GK and Inq, is there a way to field a Razorback with a Psycannon?

Codex Inquisition still has Psybolt ammo, so yes, you can take Warband, give it Razorback as DT and equip it with TL Assault Cannon with Psybolt ammo.

GK do not have access to Psybolt ammo anymore.

Ok, but a Razorback model with Psycannon is not wysywig anymore.

They couldn't take a psycannon in the previous codex's either. They were able to take Psybolt ammo on a Razorback with a TL Heavy Bolter/Assault Cannon, but there was no Psycannon option.

You take assault cannon and psybolt it essentially making it a psycannon. There should be some updated rules from fw but dont know where.

Psycannon is a specific weapon in the codex however. A TL Assault Cannon with Psybolt ammo is, specifically, a TL Assault Cannon w/ Psybolt ammo.

The TL AC with Psybolt is 24" S7 AP4 Heavy 4 rending
The Psycannon (GK Codex current) is 24" S7 AP4 Salvo 2/4, Rending
The Psycannon (Inq Codex current) I s24" S7 AP4 Assault 2/Heavy 4, Rending

Yes, Imperial Armour 2 - Second Edition has a Razorback Vortimer Pattern that comes with a TL-Psycannon.
