I suppose GW did write it, so it is quasi-canon. Not a lot is known about Eldar technology at the time. The time-travel aspect is cool, yes, but it's simply not enough to change my mind.
Eldar don't have real time travel in the traditional sense. Powerful Eldar Pyskers can send their consciousness of its "modern" state with all its current knowledge to an earlier point of time in their lives. So it doesn't really work too well as it has a hard cap on the Eldar lifespan.

At least 10k years is better than a few seconds. But yeah, I'm not familiar with Eldar putting much into time travel.
But even with that, I suppose, they could simply chain it. So the bandwidth would be limited, but the length would be greatly increased.

Where did you hear about this? It makes no sense.
Eldrad, after the fall of Horus, would've just told his younger self that no one was going to listen to the Council and just straight up arrived with 20 Revenant's if that were the case.

It's not done because after the fall it's incredibly dangerous and is a very good way to commit suicide and possibly even cock up the time-line. It serves as a giant glowing beacon for Slaanesh (like all psyker activity on the Eldar's part), and if you're important (like Eldrad) and you travel back in time.... and then Slaanesh consumes you. But because you either died on your way to or in the past... anything you would have done that was really-really-really important would have never happened.
