Okay so I want to make a chaos legion that rules over a small forest planet on the outskirts of the galaxy.
I've put a bit of thought into it too, and I don't want them to be shouting, pillaging bastards like other chaos legions. I want them to be relatively peaceful and to rule over the planet with a protective fist. I'm thinking a noble theme, with lots of pillaged imperial equipment. They find peace in Tzneech's grasp and worship him, with massive temples dotting the hillsides and all that fun stuff.
I guess I'm just looking for someone who thinks having a sane chaos chapter isn't insane to help me work it out and all that.
Any takers?

How about more renegade and knightly chapter? Think the Knights of the Round Table. They quest in search of knowledge and to protect those in their kingdom. Tzeench appeared to show them the way to do it. He is the Changer of Ways, so naturally there would be a bit of mutation and corruption, but making his followers insane and crazed? that doesnt happen much in the fluff. Having a sane Tzeench-worshiping chapter that is fairly knightly makes sense. At least to me.Nurgle makes them rather mental, Khorne does blood and pillaging, Slannesh is all about pleasure and sin. Tzeench is the kinda guy i could see letting his followers chill out and read a book by the fire, leading noble crusades (to them, secretly its for tzeench to get more power), keep their minds as their own, protect what is theirs, all the while he plots to feth with them in some way.

Tzneech enjoys every kind of knowledge, including art and architecture. I've already worked out that those who create this legion are going to be survivors of a horrid crusade who have had their home planet sacked and left to rot by the empire. This small detatchment flee to being their own civilization, far from the hatred and violence of the Imperium. And I do think i'm going to make them knightly and super polished. I've already ordered some Pheonix Terminators http://www.forgeworld.co.uk/The_Horus_Heresy/Legiones_Astartes/Emperors_Children/EMPERORS_CHILDREN_PHOENIX_TERMINATORS.html to be the spearhead of the first company.

Those are amazing models, i always wanted some of the HH terminators. As for the home planet deal, seems like a good reason to go rogue and abandon the Imperium, but how did they learn of Tzeench? was there a cult on planet? Did he give them the knowledge of who it was that forced them into their situation? Did he promise to help restore them to their previous glory?

Well Tzneetch is known to interfere with the plans of mortals. So he caught wind of their plan and as they landed upon the shimmering turquoise shores of their new planet the were met by an ancient sorcerer who told them of the mighty god Tzneetch. it just snowballs from there was the first temple of knowledge is created and more beings hear of their safe haven. Tau and Eldar traitors find it a safe place and offer to assist with the building of it. This mix of architecture and swapping of knowledge gives Tzneetch thousands of little smiles.

They don't even have to know they're following Tzeentch. Perhaps they have another reason they think mutations occur (blessings from the Emperor).

I want them to knowingly follow him though, and to distance themselves as far away from the Imperium as they can. (Mostly so I can play against this donger at my local GW and wipe the floor with him.)

Hey! I like the idea. It's similar to my CSM. They call themselves "The Wild Hunt" and are based off of old European and Scandinavian folklore:
http://en.wikipedia.org/wiki/Wild_Hunt
To represent this, they are run as a very mobile army (everything either runs in transports, flys, deep strikes or is extremely fast - like Spawn and bikers). They also are frequently joined by Demons on their hunts. My idea was that they are from one of the "lost Legions". They got stranded by a WarpStorm (the chaos gods actually manufactured the storm to strand them) during the HH and ended up on a somewhat "primitive" world (think roughly Midievil level of advancement). They were unable to contact the Imperium and could not get their ships airborne again (also due to CHaos interference) and over a period of time settled in as rulers of this new planet. They are looked at as benevolent over-lords by the locals and generally are fairly good rulers. But over the years (and unbeknownst to them) they have been slowly tainted by Chaos. Now, every so often, when the gods need something tracked down and killed a Hunt is called and a Warp Rift opened for the Wild Hunt to go to war (it's actually the only way for them to get off the planet). The nature of the army depends on the nature of the God calling them, so they could be Nurgle blessed one day and Khorne the next. They will typically be joined by Demons of that god and the local militia they draw from (cultists from the CSM book) will often also be influenced by the god sending them.
So that being said, I don't see why your Tzeentch worshiping CSM would be so difficult to represent. Could even be they've been away from the imperium for so long that they no longer recognize their former brothers and now, under the thrall of Tzeentch actually see the Imperial marines as the REAL Chaos marines. Plus, your set-up allows some kind of cool army combos. Would be neat to see some "Chaosified" broadsides for example. I also like your idea of an "Ancient Sorcerer". It could easily be Ahriman himself trying to recreate his lost Legion ... Very nice background!

Thanks dude! I like a lot of the stuff above, but I want my CSM legion to be... I'm not sure, scorned? The idea of them not knowing they've defected kind of rubs me the wrong way. I see them as humans who are looking out for those the Imperium has stepped on. They know the imperium is bad because they've been in it, and now they're branching away.

I feel like that works even better. The only way for my version to make sense was that my CSM are slowly driven delusional so that they think they are still in the Great Crusade fighting FOR the Big E. When they think they're battling the Orks at Ullanor, they're actually killing Dark Angels, etc etc. In your version they can remain fully "sane". So that being said, your idea is something the "Big T" could really latch onto and there's even minor precedence for it in the actual fluff. Like the Space Wolves standing between the Inquisition and Imperial Guard at Armegeddon because they refused to let the Inquisition mind-wipe/kill the IG who had fought so hard.
I could even see Tzeentch sort of "arranging" for your CSM to be present at some of the Imperium's more ... shall we say ... "dirty" moments so that they get really good and disgusted. That way, when they've already decided to kind of "go renegade" when they meet up with the ancient sorcerer you mentioned and BAM. lol I really like your idea and am interested to see where it goes!

Well they're based in the ghoul stars, so some of their reasons for attaining imperial weaponry is that they ambush the black templars that roam the area on crusades, as well as sacking supply lines. They know the Ordo Malleus has wiped all trace of them, so it gives them the element of surprise.

So, less 'some men just want to watch the world burn' and more 'righteous revolutionaries'? I could buy that. Personally, I'd say that Tzeentch spoke to them in their dreams and planted the thought in their minds to defy the Emperor, under the guise of protecting their own people. PLOT TWIST! Also, 2000th post for me! Hooray!

Tzeentch would jive with it... until he got bored and decided to change the planet into a hellscape, or a frozen iceball, or turned the water supply into an assload of birds or something.
Tzeentch is crazy like that.
