It seems that every other ad on youtube is a marine one for me. Has anyone else noticed this, or is it just me.

Well, are you speaking about the U.S.?
Here, noticed nothing special. I used to have a few recruitment ads on YouTube quite a while ago. Meant nothing special, just ads rotation, as far as I can tell.

They've been laying soldiers and even high ranking officers off. I don't think there's a big push for more recruits, just maintaining.

Ehh, it's kinda the way the military runs... I had plenty of NCOs who "survived" the Clinton years (or they signed up in the Clinton years) and the way the DoD has sort of "always" done things is during a period of drawn down forces, they'll take recruits and initial term people all day long... they WANT a ton of "fresh meat" what they ultimately want is to find those 1 in a 1000 soldiers/marines, etc who can stand above their peers to keep.
My guess is, @ OP, you or someone on using your computer/accounts, etc. went to some marine or other military related site, and picked up the tracking cookies or whatever, so now the analytics are sending you more recruitment videos, because clearly you are interested in joining  (that last bit was a bit of sarcasm... I've no idea if you're actually interested in the military or not  )

Apparently the Recruiting and Training division is not wholly responsible for where the ads end up. A lot of it is done by professional marketing firms.

I do like when the stolen valors guy out dbags that like to pretend to have served. truly epic to watch them back pedal.
There was a guy that had a gaming website about 15 years back that had as part of his bio on it that he was a Vietnam era SEAL. He would come onto a site I used to go to called the Ultimate GW website and talk about his wartime heroics to the teenagers and anyone else gullible enough to believe him. He had a son that would back up his bs stories and both would get pissed if anyone called them on it. Finally someone got in touch with Captain Larry Bailey( The Don Shipley of the day, who would quite often take his SEAL buddies to go pay a personal call on fakes), and let him know about this guy.
Bailey cut loose and proved that this guy was no SEAL, and had quite a public corrispondence with father and son throughout the debunking.
Suddenly claims of being a SEAL disappeared from this guy's website and his name appeared on the "Fake SEAL wall of shame", a website that listed names and offences of these guys.
All in all, a joy to witness.
