That would mean the book would have to be out in October as there is a month long lead time from "released" to legitimately released.

No, you just seem to not understand how long it takes distributors stateside to get Corvus Belli's products.
If a release is slated for one month, it does not come out stateside until the next month.

I use the term "legitimately released" because places taking preorders is not, in my opinion, when an item is "legitimately released".
If it were, Dragon Age: Inquisition would already be out dangit!
