But, more importantly, almost everyone has had models from this faction at some point so they are dirt cheap on ebay. For the Emperor!

Fight with the real mary sues of 40k! If you enjoy airbrushing and OSL then you'll looove Eldar! Everything needs to be airbrushed! Have reIf you enjoy tasting the tears of your opponents then you'll really love Eldar! It's a painter's dream and a casual player's nightmare! Fluffwise, Eldar are better than pretty much everyone. Except Space Marines. No one can defeat the Space Marines! Except the Tyranids.
Codex: Tyranids.
Do you like painting dozens of models? Did you watch Starship Troopers and secretly wanted the bugs to win? Do you enjoy getting your codex nerfed with every release? Do you enjoy having the strangest models in 40k? Then Tyranids are right for you! Forge a narrative about how an Imperial Guard post was attacked and overrun. Forge a narrative about how an Eldar post was attacked and overrun. Forge a narrative about how an Tau post was attacked and overrun. all of these exciting storylines are yours to play out with the Tyranids!

Na, Eldar were the whipping boys of 40k until the Dawn of War era. Now it's Tau, though we get compensation for having a delicious codex.

Search & Destroy:
Inquisitor Ferenz Talan and his acolytes follow Colonel Mieza and the 16th Berdam Armoured back to their home system, in the hopes of rallying troops for a crusade against the Tau for their defeat on Falasten. However, upon arrival, they find that others have their eyes on the system.

The Sisters of Battle and the IG would like a word.
With Third Sphere Expansion going along swimmingly, the Tau defeating a sizable Imperial force, and otherwise trying to muscle their way into a seat at the Big Boys table,I think it's vastly overstating things to say that the Tau are the whipping boys of 40K.
When most of your battles are defined by all of the soldiers of your faction present dying in some heroic last stand, or just getting wiped out entirely, that's when you can claim that you're the whipping boy/girl. The Tau are not in that situation.

Guardsmen and Guardswomen have a standard issue set of brass balls, and they're ridiculously numerous, to the point that them dying in some heroic last stand is simply a prologue to twenty times more Guard showing up and beating the responsible party to a pulp.
Sisters of Battle have suffered mostly at the hands of one particularly heretical writer in all respects, but also from GW seemingly want to be rid of them. They're not the whipping boys of the setting, they're the fetishistic entertainment for *some* people. But, there are millions of them, and they're still burning people very happily, particularly now as some of the more egregious violations of taste are being rolled back.
The Third Expansion is a broader thing that's been around for years, when the Eldar still were the whipping boy. Overturning it would not only be messing with canon, but also with the results of a worldwide campaign if I recall correctly. Not to mention that the Tau are a pretty popular faction, thanks to the decent codex. Whenever some faction or character decides to do something dastardly in newer fluff, it tends to be the Tau on the receiving end. Usually due to naivity or not paying attention to some obvious strategic blunder. Which is fine really, growing pains are to be expected and every blunder that makes SM fanbhoys happy ultimately teaches the Tau a new lesson about how screwed up a galaxy they live in. But those blunders seem to happen with a regularity only previously reserved for the Eldar and their "we must intervene to keep everything the same" line before failing or dying horribly in pursuit of that goal.

The release of 6th Ed overturned that entire campaign. GW has picked-and-choosed what it kept from the EoT campaign.

As far as I'm aware, there are tens of thousands of Sisters in each of the six major Orders Militant alone, and thousands more in each of the minor ones, of which there are many and not all are documented. Not to mention they're progena, something in far greater supply than, say, Space Marine gene-seed. Then there are the non-militant orders who receive the same basic training but specialise in other areas. There are millions of Sisters. Not necessarily many millions, but millions nonetheless. Unless there's been some canon dickery that I'm unaware of, if so, link me please.
GW can overturn canon, but overturning the only real success the Tau have had on the offence against the Imperium on a serious business level would probably defeat the purpose of their intention with the Tau in the first place. The Eldar had canon successes and significant ones before as well. Still didn't stop them getting into utterly stupid defeats for seemingly stupid reasons. It is the same with the Tau. Compared to the Sisters, who die because they're women, or Guard, who die because they must, dying because some faction needs a cool dastardly gimmick sucks.
