How good is it in 1500-2000 point region?

At 590p minimum... It frees HS slots for Skyrays and an Elites slot for Crisis, though. If you plan to add 2x3 Broadsides and a normal IA Riptide, by all means use it!
(I find the HBC Riptide to be pack a bigger punch with FE's ECPA)

I was going to include one Ion Riptide and a trio of missilesides.in my army anyway. I'm just thinking whether the bonuses from the Firebase Suppirt Cadre would make adding 3 railsides with Velocity Tracker as heavy AV/AA units worthwhile.

PS: What dies FE and ECPA stand for?

I've run it as a fire support with Necrons at 1850. It's v effective at shooting lots of stuff...

If you are taking a single Riptide and no Broadsides, the ECPA will probably be a little cheaper while still being able to fit it into a normal Tau list. Though I feel that the Firebase is better than the ECPA since Tank Hunter with a Nova Charged HBC is indeed doom, is probably the best anti-armor in the Tau arsenal, and can also be great anti-air with a Velocity Tracker.

Sadly with the Farsight Enclaves FAQ, we can't take ECPA on the Firebase Riptide.
