Are Undead Legions an official army? Like could I use them in a tournament etc? I've been umming and aahing between VC and TK for a while and have models from both so if it's official, it's like a dream come true for me. Thanks.

Only the Tournament organisers can say what can / cannot be used at any given event.
There are no set rules for all events.

Well yeah I know that but I mean like... I don't know how to explain it. Does it mention how official it is in the book?

I'm not really planning to do any tournaments any time soon but I don't want to build an army that I'll never be able to use.

It is an official update to WHFB so go ahead & use it.

However let's use rule 1: Don't be a donkey cave.

I have never seen anyone get upset about me using Undead Legions. However you will want to discuss if you are using end times or not (50% lord / heroes) before you show up with nagash &^ your opponent only had enough for a lvl 3.

Trade rules: lower rep trades ships 1st. - I ship within 2 business days, if it will be longer I will contact you & explain. - I will NOT lie on customs forms, it's a felony, do not ask me to mark sales as "gifts". Free shipping applies to contiguous US states.

It's as official as any other rules, meaning that GW endorses them and you should be good to use them at a game instore. However GW seems to have very different ideas about the game than the players do and people may still refuse to play on whatever basis they fancy.
They are official in the same way that 50% character allowance and the Lore of Undeath are universally official, how Exalted Flamers were implemented, or the need to use Magical Terrain for every game. On the 40k side it is like Unbound being a totally legit option for army construction or the use of Forge World as part of your regular army.

All of the above are fully endorsed as part of the game by GW but you will still find resistance to them from individual players, and ultimately you cannot force someone to play against an army that they consider unfair.

Ah okay thank you. I'm not planning to be an arse with the list, It just means I can pick the models I like in each army and use them together but yeah obviously if someone doesn't want to play it I can't make them.

Not everyone agrees with this.

Some see this as nothing more than another SoM campaign that will maybe lend some of itself to 9th. Don't be surprised if your Undead Legion is no longer playable later on (remember the all slayer army? I had one).

Eh, it may be obsolete later but nobody can be sure of that. My money is on it won't be. People who paid hundreds of dollars for morghasts, nagash, and the mortarchs would be extremely furious if when 9th dropd (next summer?) their stuff was no longer usable & it would cause some serious backlash.

There is some disagreement on whether it's official from players, but as far as GW is concerned it is an UPDATE to the rules, making it 100% usable, at least that's what the manager of my local GW told me.

EDIT:
The best thing you can probably do is go down to your LGS & ask your group what they think.

Yeah I hope it's not obsolete in a few years. I guess if it happens I could always counts as and proxy to use it as one or the other.

And yeah when I find my local gaming group I'll definitely ask there

Yeah because local shop managers are really in the know. Hell, even the GW direct customer service team is likely to give you 3 different answers if you ask them the same question as they are not on the design team. Nothing official has come out from GW except for the verbage in the book itself, and thats what people are in disagreement about. You dont think they would invalidate models? are you joking? Slayer army...dead, cult of slaanesh...dead....the nurgle dedicated skaven army thing....dead....Lost and the Damned.....dead.....13th company....dead...the list goes on and on. GW doesn't give a gak about customer opinion and has specifically said that market research does not interest them.
