So I am working on a 1850 Ultramarines List for a touney coming up (first tourney ever). Any thoughts?
HQ: Captain w/ AA, Lightning Claw, Combi Melta (goes with 9 man squad)
Troops:
9 Man Squad: Plasman Cannon, Rhino
10 Man Squad: Heavy Bolter, Flamer, Rhino
10 Man Squad: Heavy Bolter, Flamer, Rhino
10 Man Squad: Multimelta, Meltagun, Rhino
(combat squad as mission dictates)
Elites:
Dreadnought: 2X TL Autocannon
Dreadnought: Drop Pod, Multimelta, SB+ Powerfist
5 Man Squad Legion of the Damned: Meltagun, Multimelta, Combi Melta
Fast:
Stormtalon Gunship: Assult Cannon, Skyhammer ML
4 Man Bike Squad: 2x Grav Gun, Powerfist
1 Attack Bike: Multimelta
Heavy:
Predator: Autocannon, Lascannon SS

Since its a tourney, I have to ask the question - do you want to win, or do you want to have fun?
If its the latter (as it should be) then I think your list is fine, you probably wont get tabled by the more competitive lists due to your high numbers, and you have enough Rhinos/ DP/ DS units to be mobile and keep your opponent guessing. What kind of missions are you playing at the tourney? EW or Maelstrom missions?
Only thing I would say is that the main strength of the Ultramarines is not necessarily their CT, but their access to characters. Tiggy is pretty much a must in Ultramarine lists, and I would consider put him in instead of the captain, maybe with a command squad in a rhino or DP depending on how you want to play him.
If you want to all out win though, this list will need quite a lot of revision and probably new models - but since its your first tourney, I would concentrate on having fun rather than spamming/cheesing possible new friends to death

Change to Iron hands and the list is pretty playable. I would take devs to go UM. Just do to CT.

If you can afford the points change the Dread in the DP to a Ironclad. Most games I've played they have done really well for me due to AV13

Thanks for the info. I am going to play this for fun but the competitive person in me wants to win as well. I have made some changes so here is now my list:
HQ:
Chapter Master: Powerfist, Bike, Shield Eternal
Troops:
10 Man Squad: Grav Gun, DP+ Deathwind Launcher
10 Man Squad: Lascannon, FL, Rhino
10 Man Squad: Lascannon, FL, Rhino

Your army controls the middle of the board. All those tac squads in rhinos can stay in the rhinos and score any objective and if your opponent gets too close you pop the tactical doctrine and disembark all those marines and kill them.
This is the strategy your list wants to go for, the problem is, your tacticals aren't geared for it. First off unless you want to combat squad and form backfield marine units with a lascannon apiece (it's really bad, trust me) you have to keep those lascannons in the rhinos. Which means they snapfire the turn they come out and every time the rhino moves. Two lascannon shots a turn isn't worth making a unit who needs to be mobile, less mobile.
Where does your chapter master go? I don't see a proper delivery system for him in your list. That bike squad you have needs to be cheap and hunt down key vehicles as a suicide squad. You don't want to suicide your warlord, you want him in the middle of the field picking off assault units who will give your tac squads trouble.
The scouts and predator are worthless, scouts need to be ran dirt cheap and predators need to be not run at all.
I like the idea of having backfield units, and I often run three thunderfire cannons in most of my pod lists. The problem is one thunderfire cannon doesn't do enough. Especially in a tournament where everyone is going to be spreading out their infantry the maximum coherency distance away (2 inches). So you probably shouldnt run it.
Finally, that random single tactical squad in a pod. Throw something else in there other then a single grav gun. Try a sternguard squad or a decked out command squad with special weapons.
Anyways I'm glad you picked ultrasmurfs and good look with your tournament!

I can agree with the Tac squad comments Lascannons are only worth it in a tac squad that has to sit back feild. The Dpod needs a mission and a lone grav ain't really a mission. Make it melta squad or grav squad for vehicle hunting, HB/FL for objective clearing, a PLasma squad for popping transports or heavy infantry. You can use the Combat Squads to keep the hvy/specials up and running longer by screening with the bolter boys.
I disagree about the Predator. It is a decent mobile las platform so keep it if you like. You got a decent heavy Support fill. Oh and ditch the dozer blad on the whirlwind. Stick somewhere with cover and let it fire away, should not really be moving much.
IF you are going to run the HQ with the Bikes, drop it back to a captain or a libby. Your not really getting much use out of the higher points on the Master.
If you down grade the master, swap out the lascannons, and drop the sniper rifles you can probably get a LSS for the scouts. And at that point you will about own the objective game with 14 OS units.

If you really want to win:
Look up Tiggy Centsar in the search function and emulate.
Take 3x Storm Talons and a 3x Sky shield Landing Pads with ready for take off upgrade.
Drop the chapter master, bike squad, predator and TAC and take 10 sternguard in a DP with 5x combimelta, and a Command Squad with melta/ss fit out
If you have the points, think about Calgar or some GK allies
This is cheese/spam of the highest order, and your opponents will probably hate you. Unless of course they are also cheesers/spammers, in which case they will still hate you because they wont be able to table you.
I would strongly advise against this, and try and go for something a bit fluffier - a Ultramarine TAC build with Calgar in the fore would do pretty well with the right fit out. This will give you your core, then just select units for specific roles from the elites/fast/heavy sections, but really think about what roles they are going to fill and stick to it.
Also, anyone who says scouts are worthless doesn't know how to use them properly - 55pt obsec units that can infiltrate, scout and then go to ground for a 2+ cover save will pick up points every turn on maelstrom, and absorb lots of fire as your opponent tries to dig them out while your TACs drive unmolested up the board.

DWL on your DP is good for controlling an objective, but if you plan on using your DP to tank hunt or eliminate a key threat, then you're better off with the SB. This is because you can not fire the template when it first comes in, so its best for landing somewhere where you can draw in your opponent. I'm sure you already know that the most effective tank hunting load out for a tac squad is to kit them with melta, combi-melta, mm. IF you get too close in round 1, then they will be a suicide squad, so choose wisely. Also if you are going to use a CM or Captain on bike, then i'd maximize the bike squad he's attached to.
