So I wanted to make green blood angels, that still have a bit of red, this is what I've come up with. I think I'm gonna call em the Haemo Goblins!
I am still learning, and this was my first attempt at OSL, i screwed up too much and now there is way to much paint on the model and I also realized I should of finished every detail so it would get the appropriate color effect, so he will be stripped and done again. But he basically has the jist of what I wanted.
I like the way it looks, the only thing I think i am gonna change is the gold border on the red shoulder pad to grey and I think the gold on the backpack to grey as well.
I am also going to be attempting battle damage, so he is gonna look pretty messed up.
Thoughts and opinions!?

Personally, I think the paint job looks great, and I like the colors, but I do think it could use a bit more red. For that I would just say get creative. Maybe paint one of their gauntlets too, or the helmets red. Conversely, if you dont like the thought of painting large areas red, do the eyes, or theoutlines or something. If you really want to get fancy you can add some designs, sort of like armor tattoos.
My thoughts below, theres a whole variety you could go with.

I love the ideas, but don't think its in my current capability without making a mess of it. I will try the red edging though, i think that's great.

Personally, I love the darker schemes. I would try a darker green, then wash...im not too too fond of the new GW wash, I use a homemade wash with Vallejo's gamecolour black. I would abandon the red shoulder pad and swap it to the red outline on the pads and do a knee pad red. Make sure to wash the entire model. you could even do an extremely dark red helmet to denote veteran teams. if you want to keep lot of red, make the gun red like you have, and do the eyes a bright red.
thats my opinion anyway.
EDIT: you can also try out a red wash instead of the black, or play with a glaze. The only way to get better is to experiment.

I had tried to do the green ba once, love the idea here is what I had come up with
I'd say leave it all green except maybe do a ba shoulder pad logo in red and maybe do red eyes?

I'm not seeing your vision yet. Honestly, I don't like this color scheme at all. Maybe with a little refine in your process they will come together... I think it's the main color. It just looks more like a highlight color than a base color. Maybe it's the color combo throwing it all off, I dunno. Not really understanding your OSL either. While I applaud the attempt, it makes no sense overall. Perhaps if there was a light source on those spots on the back of the greaves, but there isn't. So yeah. Not a bad job on OSL, just misplaced.
Maybe it's also the color choice? If you wanted Green Blood Angels, why not go with Dark Angels? Green Blood Angels just don't make sense, but they're your models. I'm sure it can be made to work - just not in the colors you've picked.

The OSL on the legs, are because these paticular legs have the little plasma coil looking parts that looks like they should be glowing to me. Granted I went overboard with the application, and it should be much smaller, I did it with an airbrush and it was a first attempt. I intend to use a stencil next time to limit my overspray.
Secondly, I wanted green blood angels because i am gonna call the chapter the Hemo Goblins, a play on hemoglobin, a part of blood. So they are painted a nasty goblin green, while staying true to their heritage, with the left shoulder pad red because that is where the BA decal will go.
I took from your "not a base color" comment, and i decided to add a darker green to start with, to enhance the contrast, hopefully this will look better. So from 3 stages of color to 4.

I would argue against the darker green. Otherwise they turn into re-ruled dark angels.

So the darker color did not work out, could of just been the shade I used but I did not like it either way, so I immediately sent those space marines back into the chemical bath.
Started working on some scouts, still yet to do much besides the armor, shoulder pad will be red, pants will either be brought up to a grey color similar to the grey shoulder pad from before or stay brownish, and their gear will be grey.
And I am gonna put some OSL blue on the coil portion on their back.
