The general plan of the army is to take the Rhino and Razorback squads up the middle and form a Devastation Banner Boltgun line. (If I do some remodeling to change WYSIWYG, I'll probably trade chainswords for bolters on the sergeants ,and give them standard boltguns and add extra armor and dozer blades to the rhino/razorbacks.) I'm planning on placing the two Dreadnoughts on top of the Firestorm Redoubt to give them cover and a very solid field of vision over the gun line/rhinos and battlefield in general. The Firestorm Redoubt is there to make up for the terrible anti air I carry otherwise. The third tactical squad I plan on holding back objectives, being emplaced in the battlement, or divided into battle squads between the two places as needed; they're also there in case something deep strikes, so I'm not completely empty in the backfield.

The issue with this is of course trying to set up the bolter line, as salvo only really works well when stationary (or on Relentless models), so you're already hobbling yourself before considering you can't move-and-fire a Plasma Cannon, and you don't want to combat-squad one half on the backfield - you want as many bolters in the unit as feasable.
I'd guess the tactical setup is pretty much because they are the Dark Vengeance models?

So here's my suggestions:
Change the 3rd tactical squad for a Devastator squad (still 10-man), put all three plasma cannons there. Drop all the plasma pistols on sergeants (they are overpriced for what they do) and give the two in the tactical squad combi-plasmas (allowing them to still make use of the SoD and have AP2 backup for when needed).
Give the command squad an Apothecary, and maybe some Storm Shields - they are going to be heavily targeted by the enemy.
Drop the Stormbolters on the Razor and Rhinos - you want to be moving these vehicles (as cover / objective scoring / LoS blocking etc.), so the extra 2 bolter snapshots will mean not alot in a SoD army.

This may require some converting, depending on how comfortable you are with that.

It comes down simply to the fact that I just like Dark Angels as a faction. What got me to finally buy into the hobby is that Dark Vengeance came with Dark Angels and would let me buy parts of the set cheaply on Ebay after the initial box.

I was going to use half of my 5th for my Command Squad so works out well.Also, would you break them up into 2 by 5 with the Cannons/Signum on the Firestorm Redoubt and the rest capping/ roaming for gaps in the back?)

How does that look? I'm not too picky. The only two caveats is that I want it Dark Angels/ Greenwings, I'm already painting them up with proper markings for one of the 5th Company, so I want it at least somewhat fluffy and where I can convert it to at least pass somewhat as WYSIWYG. It isn't meant to be a tourney list or anything. I'm not married to the Devastation Banner if you think it isn't a great fit. I'm open to ideas.

Depends entirely on the game - the great thing about combat squads is that you don't need to decide before the game.

You could split them with 2 cannons in each (to cover multiple angles, spread eggs amongst baskets), have all 4 in one half and the other mobile or have all 10 together so that you have some ablative wounds for the cannons.

I think you should look into the mortis pattern dreadnought. You can get its rules on the FW downloads page. At least it used to be there.

It is a dread only legal to DA. Its not to be confused with a mortis contemptor, which is a different dread. This is a standard dread but has 2 twin linked autocannons. It does have the mortis rule where if it doest move it gains skyfire and interceptor. I recommend it for sure. Better than the lascannon and missile dread.
