This list is not competitive.
The only viable
HQ for Tyranids is a Flyrant with
TL BL Devs and eGrubs, and you should always take 2.
Hive Guard are inferior to Dakkafexes and Flyrants.
Do not take more than one Zoanthrope.
The mantra for competitive Tyranids is "Minimum troops."
Exocrines and Venomthropes are very good.
Deep Strike Rippers onto the objectives. They will eat themselves but they have so many wounds it will not matter.
Take out enemy tanks with eGrubs and if armor 12 or lower,
TL BL Devs.
A good 1200 list will look like this.
HQ-
Flyrant with
TL BL Devs + eGrubs (240)
Flyrant with
TL BL Devs + eGrubs (240)
Troops-
Rippers with Deep Strike + Spinefists (57)
Rippers with Deep Strike + Spinefists (57)
18x Termagants w/ Fleshborers (72)
Elites-
Venomthrope (45)
Zoanthrope (50)
Heavy Support-
Exocrine (170)
Exocrine (170)
Carnifex with
TL BL Devs (150)
That is a strong list.

But I think you're oversold on the "Internet think"

While I agree that Winged Dakka'rants are the best available choice, I do not agree that min Troops is 'the answer". To me that is an old meme making a new appearance....to some extent a list needs to fit the player's "style", otherwise it will not work (for them).
While I am not in love with the current version of Tervigon, I do think it can play a role in competitive play, and based on "meta" can even be a powerful choice.

40k, but might also want to bring to a tournament). I've already bought a Tervigon and the Haruspex/Exocrine box sets, so those are my only limitations here. Any help would be appreciated!
H.Q.: 205 Points
- Tervigon + Electroshock grubs = 205 pts.
Elites: 325 Points
- 1x Venomthrope
- 2x Zoanthropes
- 3x Hive Guards + 3x Shockcannons = 180 pts.
Troops: 320 Points
- 20x Hormagaunts + Toxin sacs = 160 pts.
- 20x Hormagaunts + Toxin sacs = 160 pts.
Heavy Support: 330 Points
- Exocrine
- Toxicrene
As you get experience playing you'll probably want to put Winged Tyrants into your
HQ slot. But when that happens you can just move the Tervigon into Troops.
Now some minor nit-picks...

I am not a fan of Hive Guard, and have no experience with the Haywire gun version...what is your thinking on them? If you want to run them, I suggest running x2, and invest the savings elsewhere.
A general "rule" for Tyranids is to avoid upgrades, and use the savings to buy more figures.

So I'd suggest losing the Toxic, and taking something else with the savings. 120 can buy a lot of figs, and they'll likely be of more use to you.
If you haven't made many purchases, take a look at the "Swarm" box, it'll provide a lot of Gaunts, and a Carnifex. If you get the Wrath of the Hive Mind box, it has a Terv, a Tyrant, and 20 Termagants, and that might take you a long way.
For future purchases, you should think about building your Exocrene into a "Living Artillery" formation, because it really is very good.

You might look at getting a Pod for the Toxicrene, using saved points, or in the future, as
DS will really help you get the
CC Big Bug into contact.

If you buy the Swarm box, you should squeeze the Carnifex into your list

Built as a Dakkafex (twin devourers, Brain Leeches, x2)it runs 150. Trim 6 Hormagaunts, on top of losing Toxic, and it's done!
