I thought it'd be nice to paint something that isn't holding a weapon for a change, so does anyone know of an online shop that would sell things like a person playing a musical instrument, blue/white collar workers or anything of the sort?

Even oddities like this would be interesting. Anything that isn't overly killy really! Also, I'm not looking for the bigger names out there (like Warhammer, Infinity, Malifaux, Warmahordes, etc), but moreso the smaller companies.

Any help is appreciated!

Also, if this is the wrong section, please let me know. I just saw the list of models stickied above and thought this was the right place.

Pulp Figures
The sculpting is a bit 'puffy' maybe, but the range has lots of character and I thought they were enjoyable to paint. Look, here's one with a white collar, and one with blue.
Copplestone Castings and Artizan Designs also have a few pulp and personality figures in stock, although many of them are designed to be shooting at the bad guys or the heroes.

Heresy Miniatures
Not sending out orders right now, but there's plenty of civilians, non-combatants, and plain weaponless minis in the fantasy range (particularly Dr. Frankenmuller and some of Steve Buddle's old Spyglass/Eolith sorceresses...es) and the sci-fi range.

Ral Partha Europe have a lot of vintage minis gathered from different sources, not just the classic Ral Partha stuff. Some RPGish characters in there. It'd benefit you to have a good browse.

Second Hasslefree. In particular their B-movie prof. And maybe Troll Forged's seated halfling too. Here are some better pics...

Check out historical mini manufacturers - there are quite a few of them about - for civilian or bystander minis. Foundry has a few. Dunno if there are any more there. Good luck finding them if there are. Warlord Games has a few too (And that's just a couple from the Pike & Shotte range), ditto Gripping Beast, and so on.

There are some ranges intended primarily for painting than gaming. Besides the Spyglass/Eolith lot mentioned above, off the top of my head I can think of Dark Sword (including GRRM approved A Song of Ice and Fire minis, tho not based on the GoT show), the LE resins of Studio McVey, and the old workhorse Andrea. (But blimey, where'd that longhorn's triceps go?)

Reapers Chronoscope line has a wide selection of interesting mini, from Urban Geeks to Wild West to Zombie Strippers.

Impact! Miniatures Little Urban Achievers line is based on a certain cult movie, and are great 'common folk' figures. They've also got a nice line of hockey players.

I think the short answer is...

...all of them. Especially all of them outside the big wargame companies. It is pretty common for your RPG miniatures to be non-combatants, or at least be in a pose which isn't engaged in combat (to which wargamers generally complain they are not dynamic enough...granted RPG players often complain about the opposite issue when looking at wargame figures).

It would be much easier if you were to specify what figure (or figure type) you were looking for. Also, in general, don't just focus on miniature companies. Andrea as mentioned (and companies like Andrea that do a wide range of historical figures) is more of a model company IMO. You can also get some excellent figures from O Scale model railroad companies, 1/48, 1/35, 1/32 and 1/24 model and model accessory companies. Some of these might be sold as a vignette (a pit crew doing there thing to a race car, a flight crew getting onto an airplane, a cop pulling over a speeding car...) others are just sort of one offs (Sasha the Welder Girl for example).
