It does not have meaning because there is no such thing as "units" with the Psyker or Psychic Pilot or even Brotherhood of Psykers USRs, as the Special Rules section tells us.

It has meaning just a meaning that no one as yet can take advantage of. Just because a rule talks about something that doesn't exist that does not mean the rule has no meaning, only no function.

And a rule without function is clearly meaningless and not correct.

It's not meaningless just broken as RaW often can be.

Let me ask you something. The Eldar weapon Vibro Cannon has the special rule of Vibro. What this does (for non-Eldar players reading), is increase the Strength and reduces AP by 1, for each Hit after the first. You can have a maximum of 3 Vibro Cannons, meaning if all three hit, you get +2 Str, -2 AP. The base Str/AP is 7/4, meaning at best you would have 9/2/ What is the purpose of stating that Strength cannot be raised past 10, nor AP reduced below 0?

Clearly this part of the rule is without function, yes?

Greebo had spent an irritating two minutes in that box. Technically, a cat locked in a box may be alive or it may be dead. You never know until you look. In fact, the mere act of opening the box will determine the state of the cat, although in this case there were three determinate states the cat could be in: these being Alive, Dead, and Bloody Furious.
Orks always ride in single file to hide their strength and numbers.

I believe that rule is vestigial.

IIRC the vibro-cannon used to shoot in a straight line, hitting everything beneath the line. If you scored multiple hits by having multiple models from the same enemy unit on that line, it increased S and AP. It was then changed to what it is now, and the precision about S and AP was left there even though it is now without function and meaningless.

The rule we are discussing is not vestigial, let's stay on-topic shall we ?

Under the couch

I don't think there's really anything more to be gained by letting this go around again and again.

The simple fact is that the written rules are what they are.

In order to use the psychic rules as they currently stand, a certain amount of house ruling is required. Most players are OK with that, since the alternative is to just not use psykers.

Moving on.
