I really don't understand this side of 40k.

It's 1000 pts. Build an actual army and be creative.

I have played with people who did WraithGuard. No guardians.

I have fought deathwing full of termi. No tac marines or scouts.

I have played against leman russ battle tank battalions with out a single guardsmen.

Fewer models=fewer kill points given, less units to move.

These players do not want to collect many pieces or paint as many.

Does anybody else know or play other armies that allow expensive units to be troops?

Neither the Imperial knights detachment nor the Assassin detachment have a fortification slot.

As for the morals of a list like this, I'm not really interested. It's between my opponent and I. I just need a break from the monotony of playing my daemon army every time.

If you play unbound, throw in a Thunderfire Cannon to give your Vindicare a fortified piece of terrain. Otherwise I'd drop the Vindicare and use the extra points to take a large squad of Legion of the Damned with all plasma (cannon, plasma, plasma pistol and fist). That could be fun!

The Imperial Knights FAQ allows each Imperial Knight Detachment to consist of between 1 and 3 Knights, and can take any amount of IKD to be Battle-forged, but do not receive Command Benefits. This list is legal, but severely limited in options. I agree that an Unbound army would provide options for the remaining points unless you can find a reasonably cheap Allied force, but then again if it's Unbound, you could then take the Fortification anyways.

If the Assassin is a Character but has a Special Rules prohibiting it from being a Warlord, then it's possible that one of the Imperial Knights will become a Character (and Warlord).

Actually, that has been corrected in the Imperial Knight FAQ. Right hand side of the post, notes for pg 60 of the Codex: Imperial Knights.
