I... actually don't know. Help?

I'm thinking about starting a Renegade Militia force, but I'm not sure how. Do I just buy a box-o-Cadians and a Weapons Arms box from Forgeworld, or do I have to buy both the Weapon Arms and the Conversion set?

Really depends, the stats between lasgun and autogun are identical, you can mix and match (so cadian bodies with auto gun arms, or renegade bodies with lasgun arms and so on) to your hearts content, the joy of renegades is its a disperate band of thugs and traitors, you have no fixed uniform to abide by.

Conversion set provides JUST torsos and heads (one piece)
Arm kit provides... well yeah

Well that depends, do you prefer the look of the militia with normal Cadian lasgun arms or with the resin autogun arms?

What is your theme for your renegades. The conversion set is a very rag tag militia, obviously since you wont have autoguns they are likely thugs and murderous thieves who have killed the local militia and stolen what weaponry they have.

Using IA 13 as an example that kind of unit to me would be wearing subflak (6+) at best by appearance, no real armour.

If you use cadian torsos with autoguns it says more about some kind of organised military force that went rogue, maybe they were abandoned, disillusioned or betrayed, whatever their reasoning they have a uniform, proper armour and gear. They're using autoguns but they're common enough.

Again in IA13 to me that would be Flak armour (5+) and likely Milita training (BS3).

It comes down to what you want, and what speaks to your themes.

As an aside if you get the gun arms you can also look at other kits as your base. Empire Flagellant kits for example look like psychotic renegades.

I don't want to put out more money than needed, but I saw the guy holding 2 autopistols like a breadcrumb, could I do that with the Cadian set? Either way, I'll probably just get the Conversion set. My fluff is that a few Guardsmen gave in to the Chaos gods and started fighting their own brothers, in the end dumping their Imperial Armour to get rid of the filthy EMPRAH's aura.

You could also pick up one of the many dark vengeance chaos cultist full sets off eBay & mix them in as well for a tall ragtag appearance. If you get the conversion set & arms list the cadian parts on eBay & recoup some of your costs.
