Depends on the job and your employer here.
Here, if your job involves you driving then you will be compensated and/or issued a company vehicle. If its just you commuting to work, then its all you. And honestly thats the only proper way to do it.
If I am employing someone, I can't be expected to pay them if their commute takes them a long time. I would otherwise just hire someone who lived closer. I may however offer some compensation as an incentive if they are valuable enough of an employee. Making it mandatory is wrong however.

I thought I covered that.
O you meant actually just commuting. Seems like a very odd arrangement if you are given a vehicle just for commuting, unless its some sort of bonus or extra incentive type thing.

You didn't.
A person issued a company vehicle is generally not able to claim that commuting with said vehicle is part of issuance.
I think you're confusing being issued a vehicle, and signing out a vehicle.

Like I said, I'm not sure if it's the law in my country or me having a generous employer. Being in a highly specialised and constantly undermanned job might have more to do with it.
But given that I rarely work in the actual office but usually on projects all around the world, it's mostly an academic "bonus", if such it is, anyway.
I do believe mileage compensation is mandatory here, though. Assuming you live more than X kilometers away from your place of work.

Cases do not get to the Supreme Court if they do not have substantive evidence and points of law.
Kindly show some evidence to support your position.
