Your question doesn't make any sense.
Fluffwise all 'line' squads belong to platoons, whether or not the squads are issued with chimeras or not.
If you mean combined squad rather than platoon, that's a game mechanic not an actual fluff thing.

I think you're getting confused with fluff and crunch
While being no expert on Vostroyans, I'd imagine it would depend entirely on the regiment/brigade etc, what the task was e.g. Blitzkrieg or trench warfare, who the enemy is, and even what's available.

Vostroyans are no more veterans than any other IG Regiment. A given Vostroyan Regiment will have a number of old salts, a number of guys who've been there awhile but haven't yet "made the cut", and a bunch of fresh-faced "kids" or "FNGs" that replace the combat losses.

Imperial Guard Landspeeder Pilot
On moon miranda.

Vostroyans are somewhat awkward.
They're all equipped with Carapace armor, but you wouldn't necessarily consider them all Veterans.
They were introduced in 4th edition, where you could give Platoons carapace armor as a Doctrine upgrade, as well as BS3.5 as they rerolled "1s" when shooting.. They weren't quite the most elite of units and formations, but were weren't normal levies either.

So fluff wise, it makes sense to have vostroyans in platoons ?

Yes. They have been explicitly depicted as using Heavy and Special weapons squads, those were part of their Doctrines under 4E.
GW just didn't carry over the Carapace Armor option for platoons in 5E or 6E, which was odd.

What makes the Vostroyans unusual is that its FNGs are also Vostroyans, not some farmboys/girls they picked up while stopping to refuel the Troop Carrier at the last planet, nor the remnants of some kinda-sorta-similar Regiment from another world that got mauled in its last engagement and was down to ten guys and a broken-ass Chimera.
