I have been having a lot of trouble find the actual rules. The closes I have gotten was someone just saying what they were and how good it was. Is there a pdf somewhere I could download them? Thank you.

You can buy them from their various locations. Deathstorm, Leviathan, Dataslates, White Dwarf and Black Library downloads. Discussion of free downloads and scans is not allowed here and you will have to look on your own through various search engines.

See if you can get that person(s) to show you, if they have it.
Failing that, if you just want to see it so you know the rules, not because you play, you should always ask if unsure of a rule! If the opponent takes offence and/or refuses to show you, it's probably worth not playing them.
