Subject: Rules for the Chapter Master, Chief Librarian, and Chief Apothecarion of the Stormcrows
I've been working on the fluff for a SM chapter due to my inclusion in my FLGS narrative campaign. For the moment my chapter is being played with BA rules, but I'm working on custom rules that would allow it to fit into the regular SM codex. To provide a bit of background, my chapter was founded during the 13th "Dark" Founding, where Raven Guard Gene-Seed was combined with remaining World-Eater Gene-Seed in an attempt to mitigate the pure RAAAAAGE of the WE with the tactical thinking of the RG. This led to the creation of a chapter that specializes in precision assaults, sneaking into position and then demolishing their target. They enter a state of mind where they block out anything unrelated to battle, which allows them to effectively become Khorne Beserkers minus Khorne. They have a special place in their hearts for destroying Khornate War-Bands, and keep a tally of each they've destroyed over the centuries. With that in mind, here are my characters:
Chapter Master - Lord of Shadows Solon Caervin (245 points)
WS6/BS5/S4/T4/W4/I6/A5/Ld10/Sv2+(4++)
Special Rules:
Fearless, Furious Charge, Hit and Run, Eternal Warrior, IC
Wargear:
The Carrion Claw
S+2/AP2/Master-Crafted, Shred, Specialist Weapon

So this guys is supposed to be similar to Dante. He's a LoW choice, and he is supposed to hit like a hammer. I made him 25 points more expensive than Dante due to his Rad Grenades (15 points), as well as Shred on his Carrion Claw (5 points). I also gave him Fearless (5 points), as I think it's something that Dante should have had. If the Sanguinary Guard have it, why shouldn't the Chapter Master? I also think that it reflects the fluff of my chapter, with the whole "berserker state" thing.
Chief Librarian - Elias Carrow (190 points)
WS6/BS4/S4/T4/W3/I5/A4/Ld9/Sv2+(4++)
Special Rules:
ATSKNF, Fleet, Furious Charge, Psyker (ML4), Rage, Rampage.
Elias Carrow make take powers from the Biomancy, Diviniation, Pyromancy, and Telepathy Disciplines.
Wargear:
The Rook's Talons
S+1/AP3/Force, Master-Crafted, Shred, Specialist Weapon
Heavy Flamer
Frag and Krak Grenades
Terminator Armor
Iron Halo
Now Carrow is supposed to be the epitome of a combat psyker. He can use multiple disciplines to either buff himself/his unit, or mess with the enemy's day. He has a unique weapon, a Force Lightning Claw. And he has Rampage and Rage to help against hordes. I priced him at 190 because while he does have Shred, Rage, and Rampage, he has 1 less point of Strength and Toughness, as well as 1 less base attack. Its a big blow to be able to be instant-killed by S8. He has Terminator Armor rather than Artificer Armor, with the benefits and drawbacks that provides, as well.
Chief Apothacarion - Sevastus Morne (175 points)
WS4/BS5/S4/T4/W3/I5/A2/Ld9/Sv2+(4++)
Special Rules: ATSKNF, FNP, Furious Charge, Battlefield Surgeon
Battlefield Surgeon: Once per game, instead of making an attack during the shooting or assault phases, on the roll of a 3+ you can restore D6 wounds to any friendly model in base contact.
Wargear:

Surgical Precision:
All hits caused by this weapon, both ranged and in combat, have the Fleshbane USR.

Morne is supposed to be a major support character, especially when used with one of the above two characters. His cost is justified, IMO, with just his Battlefield Surgeon ability. Combine that with his narthecium for FNP to a unit, and you have a great support character. The Messenger means he can actually be a threat in CC, as well. With both CCWs he has 3 base attacks and 4 on the charge. This is nice, but not exactly deadly in a challenge or combat with anything MEQ or TEQ.
So what do you guys think? Are they priced fairly? Is any one trait too strong?

I think about 9% of the threads in Proposed Rules are people giving +1 str lightning claws to their space marine characters and other people trying to talk them out of it.
Iron Halos are awards given to unit leaders for leadership.

The claw I'm planning on using is from the FW Kor Phaeron model, which looks like it has augmetics built in. If anything, I can change the weapon for the same effect. What do you reccomend besides an axe? An option I'm considering is the barbed lash from the WE Rampager kit.
As to the Halos, all 3 are in leadership positions. What besides a Halo or Storm Shield can I use to give them an invuln save?

I've had a read, and after some consideration, this is what I've came up with in terms of points costs.
Chapter Master

EW - as long as he's the only one, sure. I feel every codex deserves one EW guy.
This is my breakdown of how I would personally point him (based on the current Space Marine codex)
Chapter Master - 130 pts
+1 to: Initiative and attacks (20pts) 10 each
A better lightning claw - 15pts basic, MC for 5pts, +2str 20pts, AP2 +15pts
Eternal Warrior - 35pts
Rad nades - ??? (I don't recognise these), so +15 as you have.
MC Bolt Pistol - 5pts
AA - 20pts
Jump Pack - 15pts
This comes to 295pts.
I figure no Orbital Bombardment covers his costs for Fearless, Furious Charge (making a S7 AP2 at initiative lightning claw) and H&R.

A normal Psyker has S & T 4, and 2 attacks base.
This guy has S & T 4, with 4 attacks base. +1W, +1I, and +1WS. +1 strength thanks to his claw, making him S5.
With -1 Ld, but a 2+/4++, something not normally available to Psykers.
Its a big blow to be able to be instant-killed by S8.
Like 80%+ of the HQs can be?

Lightning Claw (As a Force Weapon is accounted for, I treat this as a Power Sword with shred, +1S, and Master Crafted) - 20pts (10 for the Str, 5 for MC and 5 for Shred)
Heavy Flamer - 10pts (I'm pretty sure this is 10. If it's 15, that another +5)
Frag and Krak on Termi armour - This hasn't been done in any of the recent codices, so +5 for that.
This comes to 220points, and I haven't gotten to the special rules.
His other rules? I'm not even sure how much they're worth, but he has Tiggy's ability of "I can roll on any table", only he can do it 4 times over.
Apothecary!
He seems okay for his price.
He might be a tad over-priced, honestly.

Instead of basing the price off of a regular CM, base him off of Dante in the BA codex. And the Libby is based off of Mephiston.
This is going to be used with the BA codex, not regular SM.

The main thing that sticks out to me is the fact that the chapter master with rad grenades and ap2 at initiative is going to instant kill anything T4 or less on a single failed invul save. Not every codex has access to eternal warrior or decent invul saves. That synergy by itself should up the cost of the rad grenades in my opinion. Not to mention that it is limited to the inquisition.

Rad technology was widespread during the crusade. I'm figuring that this chapter has access to older tech, being heir to the remaining loyalist WE stashes of stabby tech. Hence the super-lightning claws as well as rad grenades.

The only thing i don't like is that they all have 2+ and more wounds.
While CM and Librarian are somewhat fine, the apothecary could do with 3+, no iron halo and just 2 wounds. He's not a commander after all - so, no iron halo. Healing d6 wounds are a bit too much. Why not make it something like IWND if in base contact at the end of a phase without any attack penalties of sort? Thus, he'd be nerfed ruleswise but brought to appropriate point cost, a nice support character worth it over a regular priest.
