Hey there!

Can I take a dreadclaw as an assigned transport for 9 Warp Talons + Chaos Lord?

I've run out of FA slots in my 2000pts list, and I'd like to know whether I could take it as a dedicated transport to reliably get a Turn 2 charge (as they are an assault vehicle).

The Dreadclaw entry tells you what units can take it as a dedicated transport

Also remember Talons are bulky being jump infantry so each one would take 2 slots up so you can only take 5 in one and it wouldn't get to have a Chaos Lord joined

By default, only Infantry (not including Jump Infantry or Jet Infantry) can embark into vehicles, unless it has a special rule that allows it (for example, a Storm Raven can transport Jump Infantry).

Also Ferrum Infernus, Hellbrutes and Emperors Children Sonic dreads, but yes not warp talons.
