Sometimes I play with the Romulan Fleet Captain and the Flagship upgrades. They both allow a free Sensor Echo.

The rulebook says:

"A ship can only perform a Sensor Echo Action if it is currently Cloaked (e.g. from a previous turn)."

I had been playing it where I Cloak and then Sensor Echo on the same turn. If it wasn't for the example in parenthesis, I'd say I'm in the clear. I'm not sure how much of a weight should be given to the example, since at the time second actions were rare (only picard iirc).

What do you guys think?

Yes you can Those two resources make the Romulans very slippery against factions that don't have 360 arcs. Just like if you are playing Klingons with their flagship. The flagship gives them a free cloak, then they can use the ships action to sensor echo. Just remember that unless specifically stated you choose the order in which your ship performs actions and as long as you can perform an action you can perform a free action.

Awesome, glad to know I haven't been unintentionally cheating for months.

I've been using it more since we got shinzon. I don't think his ability is useful, but his skill of 9 sure is.

I wish that the Romulan Fleet Captain had a Tech slot its such a great ability.

True that, but we do have skill 6 Valdor now to help with that. So with Romulan fleet captain and Admiral Herin we are looking at skill 9, not shabby.
