Normally, no a unit cannot run in the shooting phase and then charge in the assault phase.
Orks, however have a special rule called "Waaagh!" on their warbosses that they may use once per game. This special rule allows every model in the army with the "'ere we go!" special rule to charge even if they made a run move earlier. Check the Warboss entry in the 7th edition Ork codex, if you have access to one. I"m not sure about their waaagh effects in the other editions.

I suggest you read the relevant rulebook section for finding out whether models may Run and then charge in the following Assault phase - it's very clearly stated whether this is allowed.
Your friend should read his codex to find out what the Power of the Waaagh! is. If it is not in his codex then he should stick to using the rules from that codex alone.

thanks, i am a bit annoyed as he managed to take out an entire assault squad by running and then charging 3 times. even though i dont play orks i am still going to try to get 7th ork codex as there were a few rules he was unsure on especially how much dakka each of the ork planes can have, any ideas?
thanks agian

It might be ok, under certain circumstances, for a veteran player who has had his codex for years to play a game without his book for reference. This is because he would be extremely familiar with all his rules. (It's still only a maybe, though, because if a rules conflict arises, it's not possible for him to provide the verbatim rules for comparison.)
For a player to try and mix rules from several different versions of the Ork codex, and for him to not even OWN or have read the current codex, is just barmy.
My usual approach is that if my opponent doesn't have his codex, and makes claims that seem overpowered and against the BRB, then I don't let him do it. Too easy to misremember (or, unfortunately, lie).

Sounds like your friend is cherry picking the best things from 6th ed codex and then trying to apply 7th ed changes.
You can't (or at least shouldn't) do that. Either play with one codex or the other... no taking some from that and some from this.
Very poor gamesmanship on that one.

Generally orks can call a Waaagh once per game, that allows all units (with ere we go) to run and charge for that turn only. There are some cases when you can never call a Waagh during a game (if a Warboss is not your Warlord), and at least one case where the ork player can call a Waaagh every turn except the first.
It sounds like your buddy didn't know his codex; but you should be aware that orks can have a 17"-30" charge range (depending on a few factors) when they waaagh.
Also just nitpicking here, but there is no 6th ed ork codex. There is one (paperback) that was written at the start of 5th ed, and the current codex that was written at the start of 7th ed.

I would also suggest that if he brings up a rule, and you ask him about, and he isn't able to show you the rule in writing in either the codex or the BRB, then he is not allowed to use it.
That's my rule when I play people. If, when pressed, they are unable to produce the material for the rule they are trying to execute, then I say they can't do it.

thank you guys. loads of replies, the problem is that he (who is quite new and not all that familiar with the rules) bought an ork jet (i think it is meant to be a dakka jet) and equipped it with almost every weapon available. it had 3 twin linked big shootas ,a few bombs and some scorchas i think, i was wondering if he could do this.
I definitely think I will get the new ork codex , the reason i find this annoying is that he has done it several times and gets very huffy so if i can definitively prove it he cannot argue. i have been playing 40k for about 4-5 years now but he has only been playing for 9 months so dosent really now the rules very well so i give a bit of lee way. thanks guys, again if you could post the options of for the ork jets it would be very appreciated.

Once a game he can Waagh if he has a warboss as his warlord. Furthermore his dakkajets get 1 more shot for each gun.
He can either have a Dakkajet, a Blitza Bomba or a Burna Bomba.
Blitzabombas get 2 bombs and 2 guns
Dakkajets get 3 supashootas
and
Burna bombas get 2 Burna Bombs and up to 6 skorcha missiles as well as 2 guns.
He cant mix and match those weapons though. its either one of the three or hes cheating

If he's using the old codex from 5th, point out the WAAAGH rule grants him fleet. Look in the rule book and read fleet. If you playing in 5th, it works, 6&7 it doesn't.
7th with the new ork dex you can run and assault again.
For the jets, the old rules in the white dwarf & aerial assault the jets got 2x the shots, with the new dex its just 1 extra.
Settle on a rules edition, and then have him agree to abide by the rules for the edition you're playing. Don't try to mix and match the rule sets, it will only end badly.

we have we settled on 7th but its just he doesn't have that edition codex (don't know why he chose 7th, he doesn't even have that edition rule book but we both have 4-6th edition rules and codexs anyway) i don't think i will battle him anytime soon anyway, in our last battle he took losing quite badly and then he made up loads of lies about the match later on and tolled all the other players at my club :(

And he plays Orks?!
Oh man, usually Ork players are the best about losing as stuff randomly blows up and goes all wonky on them.
In an ork's eyes they never lose. that's even in the codex. So show him that section and maybe he will cheer up a bit.

ya Orks are the comic relief. It's not weather you win or lose, it's how spectacularly you can die

Can't Orcs waaagh every turn after the the first with the Orc Horde formation (or detachment?). Or is that the Ghaazgul supplement?

In his defense, it is pretty hard to get all the rules right as a beginner, or as a not-so beginner
It would be very helpful if you could find a neutral 3rd party who could help administrate these cases. Getting all the codexes, supplements and rule books would be the first thing to do, however.

On the other hand, holding one book and trying to use abilities out of a newer addition, not in hand, rings more of neck beard, DnD rules abuse that takes advantage of others goodwill. I'm pretty hostile to people ignoring the plain English (even for G'dub) of a unit entry in a codex.
BTW: I play DnD, it's just classic sloppy rule lawyering crops up there more than anywhere else.

Thanks guys i will try to show him that winning should not be the most important thing, if you lose (much as used to do all the time) you should try to learn from that and improve with tactics. on the point of the rules i give a bit of leeway as he is relatively new but i am not going to let him cherry pick rules from different editions so we will probably play 6th with him. anyway it is hard to learn the rules especially if you don't even own the 7th rules but he will always argue with me about something such as my armour saves, if something is in sight(this especially) and about how armour piercing works. thank you guys it has been really helpful

That's kind of dick think to do, even if he has 100% memorized because he can't show his opponent who is not familiar/as familiar with the codex the proof.
