I'm guessing it's unusual, because the space marine(s) shooting the storm bolter from the top probably have control with their minds over it.

Am I missing something here? The Rhino is crewed by a Marine. Hence he drives it.

Regular marine drives it (Rhinos aren't special enough to have a techmarine driver).

I've always figured that the storm bolters were just operated by the passengers. The fluff is pretty consistent about there only being a single operator of the rhino itself, so they wouldn't have a dedicated gunner. The fact that you get an extra marine body with tech marine pauldrons in the rhino box doesn't really mesh with the fluff.

I'm pretty sure the Rhino has a dedicated crew which will stay on board of the tank after the tactical marines disembark. Just like a armored transport works today. You don't see the entire crew disembark with the normal soldiers.

And people still wonder where the squats went? Why, they drive and maintain the tanks! Actually, Black Library varies wildly about such things, and they can be many things, varying from faction to faction. Servitors seem to make great drivers and pilots, but even if something happens to them, an extremely strong machine spirit can kick in and take over, even sacrificing the machine to save others. I'd say for marines, though, it's most often just dedicated crewmen. People who are both halfway hacked into the machines, but still capable of patching the machine up.

You also have to remember that space marine chapters are all afloat via gigantic spaceships full of crew members who are very willing to go down fighting for their cause, but not either marine nor simply empire navy members. The marines of each chapter deal with things in different ways. Some draft people who fail the physical tests into servitude, while others let them die, and force initiates into such roles.
