Straight to the point.
I have 9 Chaos Rapier Laser Destroyers I count as having Cyclotrathe Conversion Beamers. If I put a Chaos Sorcerer in a unit of 3 with the Balestar, roll on Div and get Perfect Timing, since it states the Sorcerer and his Unit benefit from Perfect Timing's "Ignore Cover" USR, does that mean the Artillery piece is benefiting?

It's the same as Imperial Guard using Company Command Squads to buff Basilisik Emplacements (as they're infantry technically, so can receive orders) to ignore cover :') But yanno, less reliable and more powerful.

Are you talking about the Earthshaker Platform Battery from IA1? If so it is a vehicle. Or are you talking about the Heavy Artillery Carriage Battery, from the same book? If so, it is Artillery.
