ork player here, not familiar with necrons, and dont have the codex on hand. Was at a buddy's house painting while he and another friend played a match and an interesting rules conversation came up briefly. We were discussing how ridiculously durable his lychguard were when it was brought up that the detachment he was using (or maybe the formation, one of the two) gave his units 4+ reanimation protocols, and could re-roll ones. I follow that, that makes sense.

The question is how does this interact with Resurrection Orbs? From my limited understanding, Resurrection Orbs are activated "after failing a reanimation protocols save" and allow re-rolling of the failed saves. The question I pose is when specifically does the failure of the save take place, before or after the re-roll on 1s, and how does the can't re-roll a re-roll rule interact with this?

During the match they decided not to use the res orb to get uber rerolls just to be safe, but we all agreed that it warranted some extra investigation given the sort of peculiar circumstances.

Well, it comes down to the rule that a die can only ever be rerolled once. So, even if he rerolled a 1 and still failed, he could by all means use his res orb, but he wouldn't be allowed to reroll a die that has already been rerolled.

thats what I was thinking. He could use it only to re-roll the 2s and 3s that he wasnt eligible to re-roll the first time.

That is true, he could very well do that.
