Characters and Infiltrate
Change this sentence to read:
‘An Independent Character without the Infiltrate special rule cannot join a unit of Infiltrators during deployment, and vice versa.’
What does the ‘vise versa’ mean?

Shrike's rules are broken RAW, but the clear intent is that he allows the jump squad to infiltrate with him (otherwise the rule literally doesn't do anything but debuff him).

Shrike says, "Before deploying, he may only join squads of Jump Infantry."
ICs usually don't join before deploying, so this must mean that, if kept in reserves, he can only be with a unit of Jumpers.
Some people think this is "broken" because, to their RAI, he allows a unit of Jumpers to Infiltrate, but the RAW doesn't allow it.

To be fair, allowing a unit of JI to infiltrate is what Shrike has been supposed to be able to do since he was introduced in 4th edition. It's just never actually worked with the rules for joining characters, aside from a brief period towards the end of 5th edition when they errataed the IC rules to allow joining before deployment. 6th ed broke that again, and GW have yet to address it... but this FAQ nails it even further shut.

No, it refers to them as inflitrators (as a unit that is infiltrating) not as a unit with infiltrate.

Yeah which is hilarious, because now you can't join any characters to a Flayed One squad.
Wouldnt that wording also mean that you couldn't join Snikrot to units either.
Or do you think that you can have them outflank with a character still or is that not allowed.
What about a unit that infiltrates and deepstrikes?
Can a unit that had infiltrate and deep strike go in reserve with a independent character.

And vice versa. So an Independent Character WITH Infiltrate can not join a squad of not-Infiltrators during deployment. It's that exact wording that worries me that they refer to them as Infiltrators. The flip of Infiltrators is a unit not Infiltrating.

'Infiltrators' isn't a defined term. We have no way of knowing if it's supposed to mean 'Unit that is infiltrating' or 'Unit with the Infiltrate rule'.
Edit - although that doesn't actualy make a difference, since a unit with Infiltrate always infiltrates...

This is true, but I think its safe to assume that " infiltrators" means "unit that is infiltrating" because "unit with x rule" is already standard game terminology so it would have been used if it were suppose to be the case.

It also screws up some of the tactical options as well previous Independent Characters could join a unit and then you'd have the ability to infiltrate D3 or whatever units.
Now it's like Blllalaaaaah.

Except you couldnt do that previously anyway, as characters joined at deployment, so timing prevented you from ever joining a non-infiltrate USR IC to a unit that is using the Infiltrate rule, and vice versa.
