I actually ran this list a couple of weeks ago against 4 killa khans and a deth Kopta in an anything goes escalation league at my FLGS, and pulled out a narrow win.
This week I added another 250 points in the form of a pair of wave serpents and got another narrow victory against a Tyranid army containing a Flyrant with some kind of twin linked 12 shot weapon, a trio of warriors, and a burrowing critter.

It's a good way for someone like me to build an army they never played before and learn the new rules after a couple year's hiatus from the game.

Next to no antitank capability, but a very dangerous HQ (because few opponents will have an AP2/Sv2+ character, and one good shot from the burning brand can cripple an important squad.
Could alternatively issue one squad with Autoguns rather than taking the flamers.

One unit with 3+/4+++(rp) and 3 ap3 shots with blind with one turn of only taking snap shots.

It's easy to assume that people arguing an interpretation you disagree with are just looking for an advantage for themselves... But it's quite often not the case.

I think 6x4 would be too much. I would go with a 4x4 board.

I think that dreads could be really deadly at such point level. Orks can even squeeze 2 deff dreads if you take a slotless mek as your HQ. If you're not sure it's legal, can still go with big mek and Deff Dread + Killa Kan.

Who else can squeeze a walker in 250 other than orks? IG? How effective would those be?

I had thought about summoning, but relying on something that can kill your HQ is dangerous at such small points. 1 bad roll on the perils table and you are in trouble.

Personally I think either summoning or inquisition.

Inquisition:
Inquisitor - 2x servo skulls

Henchmen - 2x acolyte w/meltagun, 1x psyker, - Rhino
Henchmen - 2x acolyte w/meltagun, 1x psyker, - Rhino
Henchmen - 2x acolyte w/meltagun, 1x psyker, - Rhino

3 rhinos at 250 points will be more than any other list is capable of. Also the points level means there will be less weapons capable of dealing with them.

6 meltaguns in the list can deal with enemy armour and tough targets. 3 psychic screams a turn can help deal with both hordes and MCs. This can all happen from within the rhino.

How I wish people would drop the CAD as the go to FOC and accept that army building in 7th no longer revolves around it. Point in case, inquisition and harlequins would be unplayable in this format.

But that might just be me wanting to play a canoptek harvest with a spyder w. particle beamer, 3 scarabs and 3 wraiths with whip coils speaking.

Well, that has more than one vehicle and is not a CAD, so it does not fit either the original or the modified requirements. Breaking the rules does give you an advantage.
