I haven't had any games yet and I'm looking for thoughts on this list as a TAC.

I could also take off a lot of the unnecessary upgrades like siege shields, omniscope, meltabombs, etc to make room for a Hunter, but I'm not sure if I'll actually need that dedicated AA.

HQ:
150...Librarian: Level 2, Bones of Osrak, Termie Armor, Stormshield

Elites:
290...Centurion Devastators: Omni-Scope , 3x TLLC, 3x ML
220...Tactical Termies: Assault Cannon

Troops:
115...Scout Squad: Bolters, LSS w/ HF, Combi-Melta, Melta-bombs
115...Scout Squad: Bolters, LSS w/ HF, Combi-Melta, Melta-bombs
220...Tactical Squad: Rhino w/ Dozer, Plasma, Combi-Plasma, Melta-bombs

Fast Attack:
125...Storm-Talon: Skyhammer

Heavy Support:
135...Vindicator: Siege Shield
135...Vindicator: Siege Shield

I really like this list, and a lot of the things in it I use myself! If you don't think you need the extra AA I wouldn't change much.

I love the Devastator Centurions as you have them, but I'd drop the omni-scope... every game I use them and not once have I found myself confident enough to take one Centurion's firepower off my primary target... it usually takes all three to overkill whatever I'm targetting.. but YMMV.

I do recommend upgrading the assault cannon to a cyclone missile launcher on the Terminators. You can fire the cyclone missile launcher in addition to the storm bolter so that's pretty cool.

As for the scouts, I really don't use them any other way. I love bolters on them in the heavy flamer land speeder storm (and I'm pretty sure when it jinks, they can still fire at full BS which is even better because of 'Close Range Bolter Drill'!) I also like to outflank or deep strike them in to threaten a late game objective. I usually don't take melta weaponry on them unless you plan on targeting a transport... and in that case I'd take ccw, melta bomb, combi-melta and outfit the speeder with a multimelta; but honestly that is too expensive for my liking... I prefer the simple 100 point version for killing little gribblies on an objective.

Dual Vindicators are nice, and I'd always take them in pairs because you WILL lose one right away and get really mad haha.

Overall I like it. If you could squeeze out a few more points (dropping most of the upgrades) you could upgrade the Stormtalon to a Stormraven and own the skies

Nice list though!

Good point, I'd definitely be willing to drop the omniscope off. I'm really at a loss to do with the extra points which is why I threw superfluous upgrades all around.

It is sort of like I have the points for fully kitting out everything but struggle to cut enough off to add another unit entirely. Dropping off omniscope and downgrading siege shield to dozer blades would give me 25 points to play with and I don't think it would affect much at all. So what give me the best value for those points, maybe teleport homers on some of my troops choices for the termies? Or I could upgrade storm-talon to TLLC or Typhoons for some greater punch.

I really like the idea of having melta capabilities on my scout squads though. I envision keeping them in reserve with the intention of outflanking them, hopefully forcing my opponent to deploy more towards the center to avoid tanks getting popped and troops choices getting heavy flame templates on them when they come on the board. I figure that would let my vindicators maximize their short range by deploying them towards the center across from my opponent.

If you drop the stuff maybe you can squeeze in a unit of sniper scouts or a bare bones TAC squad.

I could do that but both of those would come out to 70 points, and if I was slashing to that point I would probably rather get some extra anti-air in the form of a hunter since my vindicators will be unable to target any air units my opponent has. Right now I'm relying on the storm-talon along with the TLLC from the devastators to bring down any air.

Ok, the problem with using the Scouts for anti-tank is that they can't assault the turn they come on, and a single melta shot isn't going to scare anyone in that regard...it just doesn't work. Melta bombs and ccw are ok if you can get them there so perhaps just drop the combi-melta if you are going for that? But then you won't be able to make much use of the heavy flamer... I just don't think they're going to do well in that role...

That being said, here's what I would run based on your initial list concept:

Librarian - lvl 2, bones, term armor
Centurion Devastators (3) - lascannons x3, missiles x3
Terminator Squad (5) - cyclone missile launcher
Scout Squad (5) - bolters, land speeder storm
Scout Squad (5) - bolters, land speeder storm
Tactical Squad (10) - melta, combi-melta, rhino
Stormraven - assault cannons, multimelta
Vindicator - dozer blade
Vindicator - dozer blade

I basically traded some upgrades to upgrade the Stormtalon to the Storm Raven. You could even drop the dozer blades from the Vindicators then and convert one scout squad to 10 man w/melta bombs and ccw and put them in the Stormraven. There's no storm shield on the Librarian because he's not going to want to be tanking wounds since he's only got 2 wounds and you will want them all in case you perils (he's an expensive model for 2 wounds to lose to a single perils because he tried to play hero and tank a plasma shot lol!)

Hope that helps!

Shoot I didn't realize I couldn't assault the turn it comes on, so that definitely won't work like I planned. I'd still like to have some anti-tank capability on them even if it is minor just so they can at least threaten higher av.

The list you came up with seems much more balanced and right around what I'd like to get, here is a revised list taking a lot from what you proposed let me know what you think.

HQ:
115...Librarian: Level 2, Bones of Osrak

Elites:
280...Centurion Devastators:3x TLLC, 3x ML
225...Tactical Termies: CML

Troops:
110...Scout Squad: Bolters, LSS w/ HF, Combi-Melta
110...Scout Squad: Bolters, LSS w/ HF, Combi-Melta
200...Tactical Squad: Rhino, Plasma, Combi-Plasma

Heavy Support:
200...StormRaven: Multi-Melta, Assault Cannon (Any discussion on this vs Plasma Cannon vs Las?)
130...Vindicator: Dozer Blade
130...Vindicator: Dozer Blade

(1500/1500)

With this I would put the librarian with the devs and roll on telekinesis in an attempt to get levitation or the 5+ invulnerable power. I figure with the range of the las/missiles he won't be in as much direct harm as if I placed him with the termies, so the loss of terminator armor wont hurt him too much. Then I'll put the termies into the storm raven to deliver them where needed.
