If you are using the duel faction ship it can take both Borg and Romulan cards without any faction penalties. So you can load up on Romulan captains, borg hull Armour, feedback pulse, borg missiles, and Romulan crew

Fleet Pure isn't an official format, so you'd need to ask your TO if this is about a fleet for an event. Otherwise, the Dual Faction Tomed can use either Borg or Romulan cards without paying a faction penalty as it counts as both a Romulan and Borg ship.

We only use Faction pure locally, so this is pretty huge for me.

Check with you TO first. I have seen some allow duel faction ships in faction pure and I have seen others say you have to pick one and stick with it.
